Job Summary:Project Description:The Office of Head Start Region XII Training and Technical Assistance (T/TA) network provides local grant recipients and delegates with high-quality, sustained, and intensive training and technical assistance. T/TA is provided to individual Migrant and Seasonal Head Start programs, to clusters of grant recipients or delegates with similar interests, and at state and regional events. Region XII includes Migrant and Seasonal grant recipients in 37 states across the country.Position Description:The Grantee Specialist will provide intensive on-site training and technical assistance to grant recipients and delegates with program management and fiscal compliance findings identified through the federal monitoring process, at the direction of the Regional Office. This position is under the current contract which will end on 7/30/2025. New contract is currently in the proposal stage.Responsibilities:Provide on-site, group, and virtual T/TA to grant recipients and delegates related to governance, program management, and fiscal operations, including supporting grant recipients in the following areas:● Correction of areas of non-compliance and deficiencies identified through the federal monitoring process. This may require on-site work for periods of time ranging from one day to several weeks.
● Development and implementation of a Quality Improvement Plan (QIP) that addresses root causes of the areas of non-compliance and deficiencies for grant recipients, as directed by the regional office.
● Improvement of program oversight and management in areas of concerns identified through the Regional Office oversight processes.
● Maintain regular and timely communication with the appropriate Regional Office staff assigned to work with grant recipients throughout the duration of the assignment with the grantees. At the direction of the Regional Office, this may include regular debriefing meetings following on-site visits, participation in risk management meetings, staffing and other meetings.
● Coordinate TTA with Early Childhood, Family Engagement, and Health Specialists to ensure effective integration of management systems T/TA that supports improvements to education, family services, and health services, as directed by the Regional Office.
● Work with grant recipients with concerns raised through the Regional Office oversight process, including national and regional briefings, risk management meetings, annual visits and review of other data sources, such as the Program Information Report (PIR), refunding application analysis, and monthly enrollment reporting. Provide grant recipients with training and technical assistance that is designed to help them strengthen their internal systems.● Provide financial expertise and support to grant recipients, focusing on training and technical assistance related to fiscal management and compliance, ensuring accurate financial record-keeping, and promoting best practices in grant administration.
● Develop and provide effective presentations and training in areas related to program management and fiscal operations.
● Support emerging OHS initiatives and priorities.Minimum Requirements:● If the highest degree was awarded more than ten years ago, the resume should be specific regarding such events as courses, conferences, seminars attended or relevant work experience.
● Demonstrated fiscal expertise in areas such as budgeting, multiple funding sources, applicable uniform guidance regulations, Head Start specific audits, and the fiscal role of the governing body.
● Experience supporting grant recipients and delegates to improve the effectiveness and quality of program operations and management systems.
● Experience providing technical assistance that includes working with governing bodies, management teams and program staff.
● Experience assisting organizations to address compliance issues.
● Experience aggregating, disaggregating, and analyzing data and assisting programs to make data-driven decisions.
● Proficiency with database management software and on-line search tools required.
● Articulate and professional as well as able to communicate in a clear, positive fashion with clients and staff.
● Experience working with migrant and seasonal communities.
● Bilingual fluency in English and Spanish highly desired.
● Experience working with birth to five preferred.
● Position will require up to 50% travel.
● Funder approval will be required for hire.Education: **Master’s Degree or its International Equivalent preferred. Bachelor’s degree required.Experience: **A minimum of 6 years’ experience related to program and/or organizational management and/or fiscal operations with Head Start or Early Head Start programs and the development and implementation of comprehensive management systems.Prior work experience in a non-governmental organization (NGO), government agency, or private organization preferred.Typical Physical Demands:Typical office environment.Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.Ability to sit and stand for extended periods of time.Ability to lift/move up to 5 lbs.Technology to be Used:Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.Travel Requirements:Position will require up to 50% travel.This job posting summarizes the main duties of the job.
