By gathering authoritative data and leveraging our global networks, Freedom House is an unwavering beacon in protecting human rights and promoting democratic governance.Freedom House’s Emergency Assistance Program (EAP) provides emergency and rapid response funding and other support to human rights defenders (HRDs), non-traditional actors, and civil society organizations (CSOs) that are under threat because of their human rights work, and to survivors of religious persecution on the basis of belief or non-belief.POSITION SUMMARYFreedom House is searching for two bilingual Grants Administrators. The Grants Administrators will provide administrative, logistical, finance processing, and database management for EAP grant-making programs. The Grants Administrators will report to the Monitoring, Evaluation, and Learning (MEL) Manager and will work directly with Regional Specialists, EAP’s Business Manager, and Program staff.PRINCIPAL DUTIES & RESPONSIBILITIESSupport EAP’s Rapid Response and Emergency Grants Programs

  • Support Regional Specialists and Program Staff with intake of new applications.
  • Coordinate Regional Specialists and Program Staff with grants approval processes and payment disbursements.
  • Prepare payments for disbursement, track disbursements, and troubleshoot disbursements when issues arise.
  • Collaborate closely with Regional Specialists and Program Staff to ensure grants and grantee relationships are managed according to their risk level and operating context.
  • Identify operational challenges due to changing contexts and local financial and compliance regulations.
  • Translate or coordinate the translation of grant-related documents and materials, as needed.
  • Correspond with grantees in Arabic, English, French, Russian, or Spanish.

Database and Systems Administration

  • Contribute to the management of EAP’s grants management database.
  • Maintain accurate grant and grantee records – including daily updating of grant and individual or organization contact records and ensuring OFAC compliance.
  • Generate reports and dashboards for colleagues, as needed.
  • Tag and code all requests and budgeting information.
  • Collaborate with Sr. Digital Security Specialist to test new releases to grantmaking database, identifying improvements and addressing bugs.

Monitoring, Evaluation, and Learning

  • Support periodic and ad-hoc MEL operations and efforts.
  • Support EAP MEL Manager to implement and sustain MEL activities, including team workshops, office hours, and one-on-one technical support.
  • Manage and conduct routine updates to current and new MEL databases and tools.
  • Assist with routine data reporting needs.
  • Support ongoing and routine efforts to improve and enhance EAP operations and systematization of protocols, procedures, and practices.
  • Support data cleaning and data quality activities across EAP data platforms.

QUALIFICATIONS:Education:

  • Bachelor’s degree in political science, international relations, sociology, anthropology, or other social science or related field.

Experience:

  • 1-5 years of relevant professional experience.
  • Proficiency in English and Arabic
  • Experience with grants management databases.
  • Experience in reviewing, processing, and tracking payments
  • Experience coordinating with various stakeholders to ensure grants processes are efficient and effective.

Skills and Competencies:

  • Excellent organizational, time-management and problem-solving skills.
  • Excellent written and verbal communication skills in both English and Arabic, with the ability to convey information accurately and listen effectively.
  • Mastery of MS Office Suite, specifically Word, Excel, PowerPoint, and Outlook.
  • Ability to apply accurate and strong database and records management skills.
  • Ability to master digital security tools and use them consistently and with good judgment.
  • Proficient and advanced knowledge of data processing software (MS Excel, Google Sheets, etc.).
  • Working knowledge or willingness to learn data visualization software and platforms (e.g., Tableau, Looker Studio, etc.).
  • Strong ability to independently plan, organize, prioritize work, and multitask to meet tight deadlines.
  • Ability to apply superb attention to detail and consistently produce timely and error-free work.
  • Ability to collaborate with others and successfully work as an effective team member.
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times.

  • Salaries are commensurate with experience and based on pay grades that prioritize equity across the organization. Salary range for this role is $55,000 to $58,000 annualized, dependent upon experience.
  • Travel to some countries, for business or in some cases personal reasons, while a Freedom House employee, may not be advisable or even possible due to high security risks.
  • Candidates must possess authorization to work in the United States independent from Freedom House sponsorship.

WORKING CONDITIONS:General Working Conditions:

  • General working office environment or telework.
  • Some long hours including evenings and weekends to complete tasks or attend events.
  • Travel within Washington, D.C.; occasional travel outside of the U.S. may be required (less than 20% of time).
  • Exposed to outside weather conditions when required to attend event venues or travel.
