The team is also dedicated to fostering a diverse, inclusive, and equitable workplace where everyone feels a sense of belonging.POSITION SUMMARYFreedom House’s Emergency Assistance Program (EAP) provides emergency and rapid response funding and other support to human rights defenders (HRDs), non-traditional actors, and civil society organizations (CSOs) that are under threat because of their human rights work, and to survivors of religious persecution on the basis of belief or non-belief.Freedom House is searching for a bilingual Grants Administrators. The Grants Administrators will provide administrative, logistical, finance processing, and database management for EAP grant-making programs. The Grants Administrators will report to the Strategy, Evidence, and Learning (SEL) Senior Manager and will work directly with Regional Specialists, EAP’s Business Manager, and Program staff.PRINCIPAL DUTIES & RESPONSIBILITIESSupport EAP’s Rapid Response and Emergency Grants Programs
- Support Regional Specialists and Program Staff with intake of new applications.
- Coordinate Regional Specialists and Program Staff with grants approval processes and payment disbursements.
- Prepare payments for disbursement, track disbursements, and troubleshoot disbursements when issues arise.
- Collaborate closely with Regional Specialists and Program Staff to ensure grants and grantee relationships are managed according to their risk level and operating context.
- Identify operational challenges due to changing contexts and local financial and compliance regulations.
- Translate or coordinate the translation of grant-related documents and materials, as needed.
- Correspond with grantees in Arabic, English, French, Russian, or Spanish.
Database and Systems Administration
- Contribute to the management of EAP’s grants management database.
- Maintain accurate grant and grantee records – including daily updating of grant and individual or organization contact records and ensuring OFAC compliance.
- Generate reports and dashboards for colleagues, as needed.
- Tag and code all requests and budgeting information.
- Collaborate with Sr. Digital Security Specialist to test new releases to grantmaking database, identifying improvements and addressing bugs.
Strategy, Evaluation, and Learning
- Support routine and ad-hoc SEL operations and efforts.
- Support EAP Senor SEL Manager to implement and sustain SEL activities, including team workshops, office hours, and one-on-one technical support.
- Manage and conduct routine updates to current and new SEL databases and tools.
- Assist with routine data reporting needs.
- Support ongoing and routine efforts to improve and enhance EAP operations and systematization of protocols, procedures, and practices.
- Support data cleaning and data quality activities across EAP data platforms.
Cross-Team Collaboration:
- Work harmoniously, under the guidance of the EAP Business Manager, with the Finance Department to maintain reporting structures and system parameters to ensure transparency in grant financial management.
- Act as liaison, under the guidance of the EAP Business Manager, with other external departments including Grants Administration and Compliance to facilitate a collaborative environment in grant and non-grant accounting and compliance work.
Compliance Oversight:
- Analyze monthly grant performance results to ensure expenditures consistently align with grant budgets throughout the award period.
- Monitor and oversee compliance for each award throughout its lifecycle, including ensuring accurate allocation, and preparing recommendations for corrective measures if required.
Regulatory Expertise:
- Apply in-depth knowledge of grant regulations to counsel EAP Management.
- Present recommendations for procedural and workflow efficiencies. Assist with planning and conducting initiatives and relevant training.
- Help track the data on specific metrics that inform EAP decision-making.
QUALIFICATIONS:Education:Bachelor’s degree in political science, international relations, sociology, anthropology, or other social science or related field.Experience:
- 4-6 years of relevant professional experience
- Experience with federal grants reporting
- Proficiency in English and Arabic
- Experience with grants management databases.
- Experience in reviewing, processing, and tracking payments
- Experience coordinating with various stakeholders to ensure grants processes are efficient and effective.
Technical Skills and Abilities:
- Excellent organizational, time-management and problem-solving skills.
- Excellent written and verbal communication skills in both English and Arabic, with the ability to convey information accurately and listen effectively.
- Mastery of MS Office Suite, specifically Word, Excel, PowerPoint, and Outlook.
- Ability to apply accurate and strong database and records management skills.
- Ability to master digital security tools and use them consistently and with good judgment.
- Proficient and advanced knowledge of data processing software (MS Excel, Google Sheets, etc.).
- Working knowledge or willingness to learn data visualization software and platforms (e.g., Tableau, Looker Studio, etc.).
- Strong ability to independently plan, organize, prioritize work, and multitask to meet tight deadlines.
- Ability to apply superb attention to detail and consistently produce timely and error-free work.
- Ability to maintain the highest degree of confidentiality and exhibit unquestionable integrity, honesty, and forthrightness.
- Strong interpersonal skills and the ability to respond promptly to inquiries courteously and professionally.
- Ability to successfully work collaboratively with all levels of employees, management, external partners, and funders.

COMPENSATION & REWARDS:
- Salaries are commensurate with experience and based on pay grades that prioritize equity across the organization. Salary range is between $65,000 to $70,000 annualized, dependent upon experience.
