Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water, sanitation and hygiene, and food security and livelihood. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Cambodia, Tanzania, Uganda, Ethiopia, Haiti and Somalia. Action Against Hunger-USA has over $50 million in programs, and approximately 1,700 staff based in in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Additional growth is anticipated.About the Country Program in South Sudan.Action Against Hunger has been operational in South Sudan since 2002 responding to both chronic and acute needs through a multi-sectoral strategy where Nutrition, Health, Food Security and Livelihoods, WASH and Protection are integrated to have a meaningful impact on people’s resilience.Action Against Hunger currently operates in 4 different regions with an anticipated 2023 yearly portfolio of 24Million USD of emergency and resilience building programs, research and innovation. We have a country team of about 200 staff working out of 5 field offices across South Sudan. Our main donors in South Sudan are: USAID/ BHA, ECHO, GAC, SIDA, GFFO, UNICEF, and WFP and others.I. Summary of PositionTo deliver and implement Human Resource Strategy in line with country programs. Design and align Human Resource policies and procedures and lead in the management and administration of employee welfare, employee relations according to South Sudan labor laws and in line with Action Against Hunger mandate.The Head of Department-Human Resource role’s purpose, engagement and deliverables are:Purpose: Position Action Against Hunger South Sudan country office as an employer of choice and provide a compelling employee value proposition in line with Against Hunger South Sudan country strategy. Develop and align HR services according to the South Sudan labor laws and in line with Action Against Hunger mandate, core values and charter of principles.Engagement: Secure collaboration and agreement between staff and management on a range of Human Resources services to promote and address the needs of staff in line with Action Against Hunger policies and procedures. Build effective network with the government, HR service providers, and other organizational counterparts to sustain relationships and promote good HR practicesDelivery: Deliver strategic HR goals and effectively implement them across multiple Human Resource functions that address the needs of our beneficiaries, donors and other key stakeholders. The position will also provide practical and timely support, advice, and direction to staff and management on a range of HR activities in the country office.II. Essential job duties§ Design the HR strategy in line the Country Office strategy, ensure its successful implementation§ Timely and quality contribution to the development of proposals for funding, writing of donor and audit reports and implementing successfully recommendations feedback.§ Implement a robust onboarding program for incoming and current staff to create a positive work experience and a compelling image of the organization§ Implement and review Action Against Hunger South Sudan compensation and benefit frameworks ensuring that pay and benefit administration is implemented in line with Action Against Hunger policies and procedures and aligned to the South Sudan a Labor laws.§ Design, implement and oversee administrative and payroll procedures which conform to social legislation, Action Against Hunger internal policies and donors guidelines§ Provide support and guidance on the recruitment process, design the country office training plan, oversee the staff capacity building and career development efforts are achieved and ensure the performance evaluation program is evaluated and outcomes recommended to the country senior management§ Participate in the process of partners selection and validation of Human Resources risk analysis, define modes of Human Resources management with partners the in the framework of joint projects/consortia, validate Human Resources aspects of partnership agreements and ensure the application of innovative Human Resources practices in the framework of partnerships§ Ensure contributions are made for Mission Financial Plan and Staff Contracts are timely managed’.§ Represent the Mission in external meetings/communication on Human Resources matters and develop a network for the exchange of information and good practices§ Consolidate the monthly HR reports of the mission and forwarding it to headquarters§ Prepare and monitor the annual budget of the Human Resources department, approve the creation of new positions, calculate costs and financial forecasts related to the introduction of new projects§ Check the quality and compliance of the documentation of staff files and ensure that documents archiving is done according to guidelines laid down by Action Against Hunger and its Donors§ Setup Performance Evaluation Procedure and create the associated annual schedule, monitor its application and the quality, as well as analyze the outcomes§ Adjust and update internal rules and regulations annually and ensure that the consultation with the lawyer and relevant authorities is doneIII. Supervisory ResponsibilitiesThe HR Head of Department will directly line manage the Human Resources Deputy Head of Department, Human Resources Officer(s) and provide technical support to Base Human Resources Managers/Administrators.IV. Physical DemandsWhile performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Working Conditions, Travel and EnvironmentThe duties of the job require regular job attendance at least five days per week. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.RequirementsI. Required Qualifications and Professional Experience§ MBA/BA Degree in Human Resources, Business Administration, Psychology, or other relevant degree from a recognized institution§ 10 years of related experience with an iNGO holding a senior HR management role.§ Be knowledgeable in all aspects of Human Resource Management including team management and working in an intercultural environment.§ Highly organized, disciplined, detail oriented and work well under pressure.§ Self-motivated and capable of analyzing information with the aim of arriving at conclusions with minimal guidance.§ Have excellent written and verbal communication as well as being computer literate especially when it comes to report writing and analysisII. Required Skills & Competencies§ Able to work effectively in a large organization requiring excellent communication, planning, organization and team management skills.

  • Capacity to analyze HR related information and reporting large amounts of information in a concise manner to different stakeholders
  • Good practical knowledge of commonly used computer software (MS Office Suite), applicant tracking systems and payroll software’s (HRIS, HOMERE)
