Under the direct supervision of the Chief of Mission (CoM) in Ukraine and in collaboration with relevant units within the Mission, the Head of Partnerships Unit will be responsible and accountable for developing, seeking, negotiating, promoting and managing government liaison, donor relations (including project development, report, and information management), implementing partner support and new partnerships, as well as the media and communications for IOM Ukraine. 

Responsibilities:

  • Direct, manage and supervise the work of staff members working on partnership issues that are crosscutting to the overall activities of the Mission, including Government/UN Liaison, Donor Support, Implementing Partner Support and Media and Communications.
  • Develop IOM’s partnership portfolio and strategy, taking into account Global, Regional and Mission-level strategic priorities, programme objectives and project successes, in coordination with the Chief of Mission, Deputy Chief of Mission, Heads of Programmes and Programme Managers, relevant units within the Mission, ROs, and HQ, governmental authorities, international and regional institutions as well as partners organizations.

Government UN Liaison:

  • Oversee and lead the development and implementation of specific IOM initiatives to support Government of Ukraine efforts for advancing policy, legal and institutional framework on migration management (alignment with EU, GCM, and other frameworks) in coordination with other relevant units in the mission. 
  • Responsible for the coordination, preparation, finalization, and periodic reviews of IOM Ukraine’s Country Strategy in alignment with IOM’s Global Strategic Results Framework (2024-2028), IOM Vienna’s Regional Strategies, and relevant Ukrainian government and UNCT strategies.
  • Oversee the engagement with the UN agencies and the UN Programme Management Team in Ukraine and provide strategic and coordinated inputs in UN processes, including within the context of the current transitional framework/future UN-Government of Ukraine Cooperation Framework (including participation in the UN Programme Management Team). Assures the work of the UN Working Group on Migration and coordinates advocacy and other activities with all participating UN agencies. 

Donor Liaison:

  • Lead, manage and oversee the establishment/ strengthening of the Organization’s relationship with donors, including through regular liaison, the establishment of partnerships, resource mobilization and the provision of advice, expertise and information on IOM programmes/projects. Represent IOM and lead high-level meetings, conferences, working groups and other inter-agency coordination mechanisms with various donors, key stakeholders and partners to, inter alia, build on the IOM/ donors relationship, coordinate and ensure resource mobilization, and to promote the image and activities of IOM.
  • Formulate, develop, advise on and provide expertise for the development of new projects and programmes, information management and monitoring, evaluation and reporting mechanisms and activities of IOM in Ukraine to ensure timely, effective and quality delivery of services and activities to the mission and its partners, ensuring corrective measures are taken as needed. 
  • Develop, prepare and present high quality concept notes and project proposals, including the financial aspects, negotiate agreements in line with donor requirements and IOM policies and procedures, and oversee the project development process as well as monitoring of activities to ensure effective Results-Based Management approach in all mission programming.
  • Ensure all reporting requirements are met, overseeing the management and production of mission-level data and material for programme activity reporting, advise programme management on challenges and opportunities, and authoritatively propose potential areas for activity expansion and/or reorientation.

Implementing Partnership Support:

  • Oversee the Implementing Partnership Support Unit to assure effective and efficient support to programme team’s partnership needs, including advising on partnership modalities, coordinating processes for IP, reviewing IP financial reporting as well as coordinating capacity strengthening.
  • Responsible for the change management towards efficient process flow for effectively supporting programmes’ implementing partners.

Media and Communications:

  • Oversee the Media and Communications Unit to ensure the development and implementation of CO’s external communications strategies in line with the Organization’s strategic communications priorities and guidelines, promoting an accurate narrative on Mission-related issues with the media, general public, the UN and other key partners.
  • Perform such other duties as may be assigned.

Qualifications:

Education:

  • Master’s degree in Economics, Political or Social Science, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience. 

Experience:

  • Proven experience building and maintaining strategic and operational partnerships with key stakeholders including State actors, other UN and intergovernmental agencies, civil society actors, private sector, and development actors; 
  • Demonstrated experience in managing large, diverse teams towards achieving common goals;
  • Experience in overseeing the development of strategic documents at the country-level;
  • Experience in project development and project management, humanitarian, transition, recovery and migration-related activities, report writing, and liaison with relevant stakeholders; 
  • Experience working in emergency contexts; and,
  • Work experience in the region and on regional issues in Europe is a distinct advantage.

Skills:

  • Excellent partnership development and management skills;
  • Excellent report writing skills, with peer-reviewed publications a distinct advantage;
  • Excellent team-building skills with a track record in team coordination and building trust;
  • Excellent communication and negotiation skills; and,
  • Effective resource mobilization skills and strategic and creative thinking.

Languages:

  • IOM’s official languages are English, French and Spanish. 
  • For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, and Spanish) and/or Ukranian is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
