General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • Demonstrable organisational skills;
  • Proven ability to communicate effectively, both orally and in writing;
  • Demonstrable interpersonal skills and documented experience in negotiations;
  • Depending on the field operation’s mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required;
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities.

 

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Second-level university degree/certified training course in relevant field. Second-level degree in a management discipline an asset. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of second-level university degree.

 

Experience:

Minimum of 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position.

 

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Second-level university degree in political science, social sciences, international relations, international security, public policy or law;
  • Previous relevant work experience in an international environment or within field missions;
  • Strong managerial, advocacy, problem-solving, diplomatic and organizational skills;
  • Professional fluency in English with excellent communication (both oral and written) skills;
  • Experience with capacity building of institutions, security governance and reform, integrity building and law enforcement training;
  • Demonstrated experience in strategic planning, program management and implementation;
  • Demonstrated ability to work on cross-cutting issues related to security and community outreach and criminal justice system reform;
  • Experience in managing a large team;
  • Demonstrated gender awareness and sensitivity;
  • Ability and willingness to lead and work as a team member and with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity with tact and diplomacy in dealing with both external persons and multinational staff;
  • Excellent organizational skills, with ability to work under pressure and with limited time frames and manage and prioritize multiple tasks;
  • Computer literate with practical experience in Microsoft applications. 

 

Desirable:

  • Experience in the criminal justice sector;
  • Knowledge of the local language or most common lingua franca spoken in the Mission area.

 

Tasks and Responsibilities

Under the direction of the Head of Mission (HoM) and the supervision of the Deputy Head of Mission (D/HoM), and in close co-operation with the Chiefs of Units within the Department, the incumbent is responsible for:

  1. All aspects of management, programming, staffing and administration of the PSCOD, including its two Units: the Police Development Unit and Monitoring Unit, as well as the Programme Support and Analysis Cell and Extra-budgetary staff as appropriate(50+ staff);
  2. Planning and formulating the programme’s priorities and resource needs; leading the development and implementation of all PSCOD policies, strategies and methodologies; and overseeing annual and strategic planning, including budgets;
  3. Identifying and achieving programme objectives; identifying separate projects to achieve these programme objectives; monitoring programme development and overseeing implementation of all project activities;
  4. Overseeing and providing policy guidance in all areas of intervention of Public Safety and Community Outreach related issues, with special attention to the relations with the Ministry of Internal Affairs, other law enforcement/security agencies and government institutions, local authorities and civil society interlocutors, and the public at local and central levels;
  5. Supervising the work of two Chiefs of Units in overseeing and prioritizing tasks, identifying and analyzing trends in the Department and developing strategic plans to ensure that all activities are in line with and contributing to the fulfillment of the Mission’s mandate;
  6. Closely coordinating programme activities with the Head of the Human Dimension Department in areas in which both Departments are engaged, including advancing a whole-of-Mission approach to support criminal justice system reform; coordinating and communicating with other counterparts in the Mission as necessary;
  7. Providing quality control and supervising the clearance of reports and publications;
  8. Conducting public outreach; representing the Department, delivering speeches, attending conferences and other events of interest and giving presentations on the Mission’s activities;
  9. Advising the Head of Mission and Deputy Head of Mission on matters concerning the Department’s portfolio and leading the Department’s contribution in briefings and updates to Senior Management;
  10. Liaising with the OSCE Institutions and the Secretariat’s specialized offices/units in all matters of relevance for the Department;
  11. Liaising with senior government officials, international organizations, the diplomatic community, NGOs, and other external stakeholders on all matters falling under the competencies of the Department;
  12. Performing other tasks as assigned by HoM or D/HoM.
