Description
The ESA Programme Related to EU Secure Connectivity, hereinafter referred to as Secure Connectivity, is intended to support the effective development and validation of the EU Secure Connectivity governmental infrastructure and the services provided by it, as well as the validation and demonstration of services based on the commercial infrastructure developed by the contractor(s) delivering the EU Secure Connectivity governmental infrastructure.
Reporting to the Director of Connectivity and Secure Communications, you will be responsible for the management of all activities relating to Secure Connectivity and the implementation of the Contribution Agreement between the European Union and ESA on the European Union Secure Connectivity Programme and for ensuring full compliance with the programme commitments.
Duties
- Ensuring the implementation of all programme tasks within the agreed budget and schedule as defined in the ESA Programme Related to EU Secure Connectivity and the related Contribution Agreement;
- Initiating and managing the corresponding industrial contracts;
- Ensuring the programme management interfaces with the European Commission as stipulated in the relevant agreements;
- Managing the implementation of the Secure Connectivity activities (Phases A/B/C/D);
- Defining and ensuring consistency between the ESA programme and EU entrusted tasks;
- Implementation and enforcement of risk management processes for all managed programme components;
- Implementation and enforcement of security management, project management and product assurance and safety processes;
- Implementation and application of lessons learned processes for all managed programme components;
- Contributing to internal and external communications issued by the Communication Department in respect of programmes and projects under the responsibility of the Secure Connectivity Programme Department;
- Coordinating the functional and integrated support provided by other ESA directorates and the ESA Security Office in collaboration with the Business Control and Programme Management Support Office.
In the execution of the above tasks, you will be supported by a dedicated team, for which you will have direct management responsibility.
You will also be responsible for identifying, assessing, managing and reporting the health and safety risks in your area of responsibility.

Education
A master’s degree in engineering, physics or a scientific field is required.
Additional requirements
You should, in addition, have:
- proven experience of leading, motivating and developing a team of experts in a project or R&D environment;
- the ability to provide strategic direction to the individuals and teams within the Department and to relate team objectives to the overall, evolving organisational goals and context;
- the ability to drive performance and foster cooperation within and across teams throughout the organisation;
- demonstrated excellent leadership, relationship management and communication skills, both oral and written;
- a proven track record of representing the Agency’s interests to external interfaces;
- excellent cognitive, analytical, delegation, planning and organisational skills;
- the ability to anticipate problems, resolve complex issues and relate situations to their context;
- the ability to reach solution-oriented, pragmatic and timely decisions of a high standard and with integrity as well as to support others, such as team members, upper management and other stakeholders, in this process.
People management experience is an asset, as is international experience, i.e. outside your home country, as well as experience in diverse functional areas relevant to ESA activities.

The working languages of the Agency are English and French. A good knowledge of one of these is required.
Knowledge of another Member State language would be an asset.
Applicants must be eligible for security clearance by their national security administrations.
