Veolia Environnement (Paris Euronext: VIE) will achieve consolidated sales of 28.508 billion euros in 2021.Job DescriptionThe Environment, Health & Safety (EHS) Manager plans, coordinates and implements the Health, Safety and Environment activities for the Operations with the overall goal to improve the safety and well being of all facility staff, enhance environmental stewardship, and to mitigate the Company’s risk and to meet all regulatory requirements. This position also plays a critical role in the protection of the environment. This position works collaboratively to support the Business and Plant Departments objectives in achieving Environmental compliance and Health and Safety Excellence. This role has a special focus in its corporate interaction and support, as, this position supports the development of a proactive focus on environmental and industrial risk activities in an effort to support the Canadian EHS team in eliminating incidents and risk. This role also oversees the development and implementation of the Metro Vancouver Projects Health and Safety program, training program, emergency response, and in other EHS related programs, policies and procedures. The incumbent is required to perform Safety and Security Sensitive duties and responsibilities. This position has a dual reporting structure, reporting operationally to the VEOLIA Burnaby Facility Manager and functionally to the VEOLIA Environment Health and Safety Director – Canada.Main Responsibilities:The duties of the Environment, Health & Safety (EHS) Manager are as follows, but not limited to: * Plans, coordinates and implements all activities specific to the Occupational Health and Safety Program for assigned site(s). Program includes training, hazard recognition and control, accident and incident reporting, investigations, and the development and implementation of OH & S controls.
- Provides day-to-day coaching, as well as medium and long term planning with the site management team to deliver a safe operation of the Metro Vancouver Project while adhering to the Company’s Core Values, Safety Values, and Non-Negotiables.
- This position plays a key role in supporting the Canadian teams proactive focus on environmental and industrial risk activities in an effort to eliminate risk. This includes supporting and/or conducting incident Root Cause Analysis (RCA), and in risk analysis exercises such as HAZOP, Probability and Consequence Matrix, or SWIFT (What-if) Analysis.
- Supports and works with the Operations and Maintenance Departments, Metro Vancouver and with various regulating bodies and auditing 3rd parties.
- Responsible for maintaining a positive relationship and reporting compliance with the Environmental regulator and the Metro Vancouver team in upholding their compliance reporting needs and policy.
- Develops, implements, and monitors H&S objectives and targets for Metro Vancouver Projects. May support other sites in doing so as assigned.
- Maintains Emergency Response Plan(s) (ERP) and ensures appropriate training programs are current and in effect. Oversees and evaluates ERP drills as well as Training Needs Assessments (TNA’s)
- Conducts or provides guidance for incident investigation as required. Maintains accurate injury reporting with internal and external stakeholders
- Understands and promotes the Company’s, the Division’s and the Plants mission statement, values, and strategic goals.
- This position works within COR and ISO (Certificate of Recognition and International Organization for Standardization) certified plant environments (which can be a contractual requirement) and is required to comply with all regulatory requirements including the Client’s operating approvals with regulation authorities.
- Proactively promotes through example a safe work ethic, attitude, and workplace. Supervises all employees’ compliance with all safety policies, standards, and procedures to achieve a safe work environment and safety for all staff and visitors as well as the Company’s, Client’s and Regulatory Agencies safe work objectives and requirements.
- Proactively models and maintains effective working relationships and communications with peers, management, staff, other Company departments, and client representatives. Models effective conflict resolution skills and effectively resolves any conflicts in a timely and respectful manner to achieve positive and healthy working relationships and workplace environment.
- Promotes a quality-first work ethic and attitude to provide a product that is manufactured of the highest standard achievable.
- Maintains confidentiality to comply with all regulatory requirements and Company Privacy and Confidentiality policies and procedures.
- Understands, complies with, and is accountable for adherence to COR and ISO quality standards in all activities.
- Safely operates company owned, leased or rented vehicles and/or mobile equipment. Incumbent is required to perform Safety Sensitive duties and responsibilities.
- Conducts or participates in audits, Hazop’s, safety reviews, pre-start-up audits and safety walk throughs.
- Works with Human Resources & Department Managers to manage disabilities/ modified work programs and incident investigations.
- Work with Human Resources to ensure OHS training planning and compliance.
- Oversees the development, implementation, delivery, and management of the Metro Vancouver Project technical-training program. Monitors and audits that KPIs are being achieved.
- Participates in developing/editing/revising/ reviewing and approving as applicable all plant Environmental Health and Safety Standard Operating Procedures (SOPs).
- Participates in developing/editing/revising/ reviewing and approving as applicable all plant Environmental compliance documents.
- Actively supports other initiatives of the Plant to promote a healthy and positive work environment and enhance employee morale and engagement.
- Completes other duties as assigned.
Environmental, Health and Safety Responsibilities: * Understands and is accountable for responsibilities as Industrial Environment, Health & Safety (EHS) Manager as described in Sections 2-2 and 3-2 of the Alberta Occupational Health & Safety Act and EH&S Management System documentation and other relevant policies.
- Is an EH&S leader, explaining, following, and enforcing EH&S guidelines.
- Communicates EH&S policies and procedures to all department personnel.
- Conducts a Safe Work Plan (SWP) review prior to any non-routine and critical activities. Documents and maintains a record of the meeting. Verifies that all involved in a SWP understand the risks and sign the document prior to starting the job.
- Reports all incidents, non-conformances, near misses, concerns and potential legal non-compliances immediately to their Manager.
- Acts upon, in a timely manner, any unsafe conditions observed.
- Performs work only where competence is met.
- Understands role in an emergency.
- Cooperates with auditors to facilitate successful audits.
- Allocates work only to competent personnel, based on training, experience and education.
- Reviews critical procedures as assigned.
- Participates in pre-approved training to advance skills and competence.
- Reports all out of the ordinary, external communication to their Manager.
- Manages reports and contractors as assigned
- Implements recommendations, as assigned, generated thru HAZOP’s, incident investigations, inspections, audits as per the target dates agreed with the management.
- Performs EH&S inspections and audits. Generates inspection and audit findings and maintains follow-up for timely close-out.
- Participates in HAZOP, Risk Assessment, Pre-Startup Safety reviews as required.
- Initiates and follows proper Management of Change process for all significant changes and new additions under his/her control.
- Conducts incident investigations and performs incident cause analysis as required.
Financial Management: * Engages in fiscal planning, monitoring and control as well as regular reconciling of departmental expenses. (Primarily for PPE, training and 3 rd party assessments)
- Quantifies/estimates hazard risk and provides cost estimates in the management and/or mitigation of identified risks.
- Projects long and short-term forecasts, objectives, and action plan for the Department to support the Company’s and the Client’s strategic goals.
- Actively supports the Plant in fiscal planning and management.
- Recommends the purchase of capital expenditures and executes once approval is given.
- Manages Client’s projects within scope of responsibility to achieve time and budget expectations
QualificationsKnowledge, Skills and Experience:
- High school diploma.
- 3 to 5 years’ experience in a similar position.
- Relevant experience in managing personnel in a unionized work environment.
- ISO and COR Certified Auditor.
- Ability to work as part of a team.
- Autonomy.
- Customer oriented.
- Good time management.
- Good communication skills.
- Demonstrate integrity, reliability and leadership.
- Be proactive, organized, rigorous and resourceful.
- Focus on results and human skills.
- Strong computer skills, including knowledge of Microsoft Office, Excel and PowerPoint, Google Suite. (asset).
