DescriptionThis is a remote, Full-time, and permanent position.Join us as a Health Services Consultant 3 (HSC3) at the Washington State Department of Health and make a meaningful impact on tribal data sharing and indigenous data sovereignty. In this role, you’ll collaborate with our Tribal Epidemiologist, Tribal Policy team, Data Equity team, and Washington Tribes. You’ll be responsible for supporting the development and implementation of standard operating procedures across the Department of Health and developing, tracking, and maintaining Tribal data sharing policies.Responsibilities:

  • Communicate with Tribal partners and agency staff about data sharing processes and expectations.
  • Track requests for Tribal approval of DOH data use, respond to and direct questions from Tribal partners.
  • Support the development of a repository of approved data requests for reference by tribes and DOH staff.
  • Develop and maintain relationships with DOH data stewards, epidemiology staff, and other interested partners involved in data governance.
  • Participate in networks, DOH workgroups, and collaborations related to indigenous data sovereignty and governance.
  • Assist tribes and tribal epidemiology centers in managing data sharing and confidentiality agreements.
  • Review literature and reports to support equity-focused best practices.
  • Coordinate the development of guidance documents for equity-centered best practices, highlighting distinctions from tribal data sovereignty practices.
  • Create communication materials that highlight the importance of data equity in understanding health inequities and advancing health equity in Washington State.
  • Collaborate with community partners to ensure the work aligns with their priorities. 1
  • Participate in efforts to improve race and ethnicity data collection at federal, state, and local levels.
  • Plan and organize the development of data equity training materials.
  • Prepare and present DOH work on equity-centered best practices to various audiences, including tribal leaders, public health professionals, policy makers, and the public.
  • Work with ESJ Managers to identify and address agency data equity priorities.
  • Plan, organize, and develop training materials related to tribal data with tribal entities and DOH staff.
  • Prepare and distribute communication materials on best practices recommended by tribal nations and tribal epidemiology centers to public health staff.
  • Handle administrative tasks, including reviewing, tracking, and managing requests for technical assistance related to tribal data sovereignty and data equity.

Required Qualifications and Experience:

  • Knowledge of Tribal Sovereignty and Tribal Government
  • You must also meet on of the following options:

Option 1: Five (5) years of professional experience in a healthcare or public health setting.Option 2: Bachelor’s degree in public health, Epidemiology, or closely related field AND two (2) years of experience in a healthcare or public health setting.Option 3: Master’s degree or higher in Public Health, Epidemiology, or closely related field AND one (1) year of experience in a healthcare or public health settingNote: Your experience may have been gained through a combination of professional, volunteer, or lived experience.Preferred Qualifications:

  • Experience using data to identify and address health inequities.
  • Experience working with Tribal governments
  • Experience with data governance in public health
  • Experience with Tribal led evaluation
  • Experience working with AI/AN and/or Tribal data in program evaluation or public health surveillance activities
