Job DetailsJob Location: Washington, DC (USA) – Washington, DCPosition Type: Full TimeEducation Level: Master’s DegreeSalary Range: UndisclosedTravel Percentage: NegligibleJob Category: LegalDescriptionBlueForce Inc. is seeking a Rule of Law Advisor to support the US Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) Program in the advancement of professionalization of the Haitian National Police (HNP) in Port-au-Prince, Haiti.***Position is Subject to Contract Award***General Duties and Responsibilities:

  • Assess/Advise: Participate in the continual analysis and evaluation of Haitian criminal justice institutions to include assessments of the organizational and operational capacities of the various elements of the judicial police, prosecutors, defense lawyers, judges, courts, prisons, bar associations, and other related justice agencies, etc.
  • Maintain Political Liaison: Generate support for and actively advance U.S. policy objectives with key host government officials. Under the direction of the INL-PAP in coordination with and in coordination other U.S. agencies, as well as other international donors (e.g. BINUH, UNDP, UN Women, EU Delegation), coordinate activities and avoid repetition in order to ensure a coherent approach to criminal justice sector assistance in international criminal justice programs.
  • Program Planning, Development, Implementation and Budgeting: Provide strategic planning and process development guidance to the INL/PAP on all phases of project execution from development though implementation, including planning, scheduling, budgeting, monitoring, and coordination, etc.
  • Working Responsibilities: As directed by INL-PAP and with receipt of guidance from the appropriate INL Pillar Program manager in alignment with the approved SME workplan.
  • Briefing and Reporting: Prepare, coordinate, and ensure the timely issuance of one-time and periodic reports on INL-supported projects to include the impact of legislation and the political environment on state and local force development. Prepare periodic status reports, budget reports, and program reviews. Track progress of training in achieving larger INL PAP goals, etc.
  • Security of Training Teams and Personnel: Maintain points of contact with GOH prosecutor, defense lawyers, bar associations, judicial police, judges, court personnel, corrections officials, officers, and staff, and local authorities for determining the state of criminal justice operations and training areas to assist in the development of security plans and developing threat assessments.

QualificationsPosition Minimum Qualifications:

  • Master’s degree or higher, or equivalent.
  • Ten (10) years of professional level work experience in the area of law or criminal justice operations, management, and/or training. Career path shall have included jobs with increasing scope and responsibilities at the executive or managerial level.
  • Two (2) years of experience working overseas in a post conflict or reconstruction program involved in development and capacity building of justice sector, legal assistance access, SGBV, and other criminal justice institutions.
  • Three (3) years in managing legal or court officials and staff, ensuring sustainability of projects through provision of appropriate training, technical assistance, and mentoring, and a displayed ability to integrate competing needs.
  • Two (2) years of experience working within a civil law context. The SJA shall utilize this experience and knowledge about the civil law system towards analysis and program evaluation in all areas of national, provincial, and municipal legal, criminal justice, and SGBV prevention and victims’ assistance.
  • Experience in writing training plans, statements of work, standard operating procedures, and detailed instructions.
  • FSI level 3/3 English and FSI level 3/3 French.
  • Basic word processing skills and ability to use Microsoft Office products.

General Minimum Qualifications:

  • For a position in the U.S., candidate must be a U.S. Citizen or legal U.S. resident. Security clearance or public trust certification will be required.
  • For a position outside the U.S., any citizenship (U.S., Third Country National (TCN), and Local National (LN)) is allowable. Security clearance or public trust certification will be required for US nationals and RSO vetting for TCN and LN.
  • Must pass a physical, medical, and psychological tests; nine-panel drug test and a background check.
  • Valid passport and driver’s license and ability to operate a standard transmission vehicle.

Preferred Qualifications:

  • Master’s degree or higher, or equivalent, in Criminal Justice, Law, or related field.
  • Experience in curriculum development and training.
  • Experience working with international and foreign assistance entities, assistance missions, programs, and implementers.
  • FSI Level 3/3 Haitian Creole is preferred.
