The work associated with this position will be performed predominantly by teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.) Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.   • Assist with the design, conversion, & implementation electronic personnel files and other digital databases, in compliance with County policies and procedures.
  • Maintain a welcoming on-boarding process for all new hires and applicants to include CJIS Backgrounds, Fingerprint appointments, badge appointments, Neogov On-boarding, and reference checks for all prospective employees.
  • Create & appropriately distribute Dept’s Position Change Notices (PCN’s)
  • Serve as backup for data entry into PeopleSoft.
  • Serve as backup to the KCIT HR email inbox.
  • Serve as backup for the departments FMLA/KCFML programs.
  • Be cross trained to provide support in other HR functions (Recruiting, Leaves, HRIS & Union Contracts)
  • Run PeopleSoft queries to perform data analysis to troubleshoot pay and leave accrual issues.
  • Respond to employee emails and escalate when necessary.
  • Assist with recruitment coordinating and scheduling efforts.
  • Provide in-office coverage when needed.
  • Perform large amounts of complex gathering, processing, and auditing of Position Change Notices (PCNs)
  • Use PeopleSoft, Neogov (applicant tracking system), Word, & Excel to generate reports and other adequate information.
  • Assist with the design, conversion, & implementation electronic personnel files and other digital databases, in compliance with County policies and procedures.
  • Assist with Paid Parental Leave, Military Leave, Sick Leave donations, Employment Verifications, and solving pay discrepancy issues.
  • Be cross trained in supportive of other HR functions (Recruiting, Leaves, HRIS & Union Contracts).
  • Support and contribute to continuous process improvement of HR practices and processes using Lean principles.
  • Other duties as required.

Experience, Qualifications, Knowledge, Skills

  • Excellent organizational skills and attention to detail; ability to work on a number of projects simultaneously and complete projects within specified deadlines.
  • Demonstrated ability to effectively problem solve and apply good judgment and initiative.
  • Ability to maintain confidentiality and use discretion when handling sensitive information.
  • Demonstrated ability to apply excellent customer service skills both orally and in writing, including the ability to provide professional and courteous service.
  • Demonstrated ability to establish and maintain effective working relationships with diverse groups.
  • Skill in reviewing and compiling data, developing reports, and creating charts and diagrams.
  • Ability to create, proofread, edit, and format documents according to standard business writing practices.
  • Excellent computer skills that include Microsoft Word, Excel, Outlook, and SharePoint.
  • Experience in administering and auditing leaves. Knowledge of records management best practices and guidelines. Experience with enterprise-level records management systems.

Desired Qualification:

  • Experience with and understanding of King County’s Personnel Guidelines, Contingent Worker Manual, Master Labor Agreement, and various collective bargaining agreements.
  • Knowledge of human resources practices and guidelines.
