JOB CONTEXT:

HI has programmes in 50 countries. We are usually involved in various sectors of activities such as :

  • Physical and functional rehabilitation (both on service provision and training – tech assistance), in development and chronic crisis settings;
  • Mental Health and Psycho-Social Support (MHPSS);
  • Inclusive livelihood;
  • Mine Risk Education;
  • Multipurpose cash assistance;
  • Support in Inclusive Humanitarian Action with the Disability Inclusion Working Group;
  • Emergency response.

In some of our programmes, the HR Manager position is an expatriate position with mission from a few months to up to 3 years. This recruitment is a generic one and selected candidates will be deployed in one of our programmes, be it in Africa, Middle east or Asia.

YOUR MISSION:

Reporting to the Programme/Country Director, the Human Resources manager defines and rolls out the HR component of the Programme’s operational strategy in his context. S/he is the preferred contact for HR operations centres at Headquarters.

The HRM usually manages several HR supervisors and Officers. The HR team in the country is usually composed of several HR and/or Admin Officers supporting operational processes. Our local team is experienced, and we expect the new managers to develop their skills and autonomy.

The manager will oversee the HR operations for the whole country such as HR KPI reporting, HR risks identification, HR budget management, ensuring respect of HI HR standards, deploying HR, implementing internal control of processes and more…

The mission will demand a specific focus on upskilling other managers in their role of first HR, improving the overall managerial approach by driving it into a leadership posture and empowering the HR team in their own roles.

He will be supported by an HR specialist based at HQ for the whole region and by other HQ staff in specific HR services: remuneration, recruitment, personnel administration, legal.

During the mission the HRM could be asked to deploy specific projects, with support from HQ, such as:

  • The new HRIS;
  • A worldwide single grid function classification;
  • Or other relevant project part of HI HR strategy.

The deployments of the 2 projects are part of the last batch of deployments and will therefore benefit from the experience of other program in the rest of the world.

Therefore, in addition to the usual HR tasks, a strong focus will be put on people upskilling, coaching, and training, project management and change management.

The security conditions in our contexts of operations can, of course, spread from very good to volatile depending on the contexts. YOUR PROFILE:

  • You hold a Master or equivalent degree in international relations, political sciences, and communication, management, development studies or similar;
  • You have minimum 5 years of relevant experience in senior management positions in international NGO’s;
  • You have the ability to help team members to progress and develop their autonomy;
  • You are able to make decisions and move forward, simplify and prioritise;
  • You have experience in recruitment, personnel administration and organisation design;
  • Expert in management of training and skills development actions.

  • Salary from 2869 € gross/month upon experience;
  • The perdiem and the hardship allowances will depend on the country of the mission;
  • Paid leaves: 25 days per year;
  • R&R: according to the level of the mission + possible transport/package support;
  • Depending on the security level of the mission the position can be open to couple or family (as from 12 months of mission) with associated package.
