Org. Setting and Reporting
This position is located within the United Nations Investigative Team for Accountability of Da’esh / ISIL (UNITAD) and will be based in Baghdad, Iraq. The Human Resources Assistant will report to a Human Resources Officer.
UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da’esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da’esh) in Iraq.
Responsibilities
Within limits of delegated authority, the Human Resources Assistant FS-4 will carry out the following duties:
Recruitment and Staff Selection
• Supports reviews of job openings in consultation with hiring managers, ensuring that the evaluation criteria and responsibilities are in line with the approved or classified documents;
• Assists with forecasting and identifying vacancies, preparing job openings, reviewing and screening of candidates;
• Supports the supervisor with conducting preliminary review, prepares and submits recruitment cases to (Field) Central Review Bodies;
• Assists with the filling of posts for all categories, including initiating and following up on reference checks and academic verifications ensuring the completion of prerecruitment formalities, calculating salaries and related benefits, preparing and dispatching offers of appointments and Statement of Emoluments;
• Maintains job opening files and ensuring closure of job openings in Inspira upon completion of selection;
• Supports the preparation of recruitment status reports for use by management.
Administration of entitlements and benefits
• Receives and reviews grievances and complaints related to entitlements and benefits, assessing and evaluating merit of each case and making recommendations for resolution;
• Reviews and processes entitlements and benefits related actions in UMOJA/HRIS, making appropriate recommendations where exception is required;
• Provides advice to staff as first point of contact regarding interpretation and application of policies, regulations and rules concerning conditions of service, entitlements and benefits;
• Administers and provides advice on salary and related benefits, travel, and social security entitlements;
• Determines and process benefits and entitlements for staff on the basis of contractual status;
• Inducts newly recruited staff members by briefing them on administrative formalities, conditions of service , entitlements and benefits;
• Process personnel related actions in HRIS and UMOJA within authority delegated to
the mission.
Performance Management and Staff Development
• Provides support in advising managers and staff on performance management to ensure effectiveness, compliance and equity;
• Ensures compliance with the performance management system through preparing inputs for the supervisor’s review, including inputs to the Joint Monitoring Group and Rebuttal Panels;
• Reviews complaints or grievances from staff on performance related matters and prepare background documents for the supervisor’s review;
• Prepares monitoring reports on staff development and career support programmes.
Planning and Budget
• As assigned by the supervisor, prepare documentation and data related to the staffing and organizational structures as part of the mission’s planning process;
• Assists with the reviewing recommendations resulting from staffing reviews and as requested, providing relevant data for the supervisor’s review;
• Reviews the budget drafts of all sections of mission and compares them with the detailed staffing table by component as well as the org charts to ensure there is no discrepancy on staffing proposals; also prepares data and documentation based on the existing guidelines on staffing aspects of the mission’s budget for review by HR section;
• Provides assistance to the mission’s sections on the preparation of classification
documentation including Job Descriptions and org charts;
• Assists with the monitoring of staffing related costs and expenditures in UMOJA in line with funds;
• Processes post management transactions in line with established standard procedures and process related transactions such as funds commitment in UMOJA to meet any shortfalls;
• Provides relevant information to managers on loaning of posts between sections and movement of posts and staff between locations based on the SOP on Staffing table and Post Management;
• Updates staffing table in HRIS in line with the authorized staffing table.
• Assists with reviewing, analyzing and interpreting data; identifies problems/issues and prepares key findings and recommendations.
Others
• If requested by the supervisor, researches on matters related to administration of justice and provides inputs and information required for formulation of mission response to applications by staff to MEU or UNDT;
• Updates HRIS and initiate transactions in UMOJA;
• Provides induction to the Civilian Police and monitors their time and attendance;
• Reviews incoming correspondence, and drafts memorandum and faxes related to HR matters;
• Assists in preparing monthly reports on staffing compliments and post incumbency;
• Assists in preparing policy papers, position papers and briefing notes on issues related to human resources management matters;
• Keeps abreast of developments in various areas of human resources;
• Performs other duties as may be assigned.

Education
High-school or equivalent diploma is required.
Job – Specific Qualification
A technical or vocational certificate in human resources management, business or public administration, social sciences, education or related field experience is required.
Work Experience
A minimum of 6 years of progressively responsible experience in the field of human resources management, administration or related area is required.
Experience in data analysis and reporting is required.
Experience with posts management is required.
Experience in the United Nations Common System (UN peacekeeping political missions, or UN agencies, Funds, and Programmes) or a comparable international organization in the middle east region is required.
Experience with trust fund budgeting and reporting is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.
NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
