It has a matrix line to all PG Directors. Under the guidance of the HR Specialist and Senior HRBP, you’ll collaborate closely with the HR team to deliver essential HR administration and operational support.   • Provide accurate and timely guidance to all PG staff, in accordance with staff rules and regulation, as well as HR policies to support staff members’ movement within the organization,
  • Analyzes cases for compliance with UNICEF’s Rules & Regulations in consultation with HR Specialist/Officer and guide the clients accordingly.
  • Ensure smooth and efficient HR processes concerning PG staff members in all locations and promptly respond to their requests via relevant systems.
  • Coordinate with staff member and together with GSSC and CSC all appointment, reassignment from PG and separation actions,
  • Provides orientation to PG staff on HR entitlements administration for onboarding/offboarding actions and liaise with other HR team in other outposted PG locations.
  • Support to enhance the onboarding and Induction Programme for all newcomers with tools, buddy systems, workshops, and training to managers, also considering the hybrid working modalities and PG multi-locations set up.
  • Maintain the onboarding and offboarding tracker system for all PG staff movements in different locations.
  • Be the HR Local Focal Point for all PG staff, submit to GSSC maintenance-related actions on entitlement and benefits requests via Service Gateway platform.
  • Quality assurance and timely actions on all PG contract extensions, maintenance and act as primary liaison person GSSC on all staff actions (HR LFP), in collaboration with hiring managers.
  • Support on HR special projects, such as Long Service Awards, continuing appointment exercise, etc
  • In consultation with supervisor, analyze, research and verify information for the purpose of responding to staff queries on areas related to benefits and entitlements.
  • Initiates the processing of a wide range of personnel actions in accordance with UNICEF rules and regulations, by ensuring all relevant forms and actions are completed by staff and forwarded to the GSSC.
  • Regularly generate quality staff data reports from various HR systems and platforms, including management reports/KPIs and PERs provide HR data, metrics and statistics related to PG staff.
  • Contribute to the implementation of learning initiatives in collaboration with TM Pillar (i.e. career development, performance management, Management and Leadership development).

The following minimum requirements:Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization.For this position, a bachelor’s degree from a recognized academic institution in a relevant field may replace three years of related work experience.

  • A master’s degree may replace additional two years

Work Experience:

  • A minimum of 6 years of progressively responsible experience in human resources, administration within an international organization is required.
  • General Service Staff are recruited locally therefore candidates MUST be US permanent resident/citizen.
  • Advanced knowledge in the Microsoft Suite of Products (including MS Word, MS Excel & MS PowerPoint, MS Visio), and Intranet/Internet is required.

Desirables/Assets:

  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Excellent client-service skills and initiative taking.
  • Experience in transaction-centric processing environments is an asset. Knowledge in data analytics is an asset.
  • Good knowledge of UNICEF’s rules, regulations and procedures including processing procurements and knowledge of the UN system is highly desirable.

Language Requirements:

  • Fluency in English is required. Working knowledge of another UN language (Arabic, Chinese, French, Russian and Spanish) is considered an asset.
