POSITION SUMMARY

Freedom House is seeking a short-term Technical Advisor/Consultant to support its capture efforts for global United States Government (USG) upcoming program opportunities in the Democracy, Human Rights and Governance (DRG) areas. For example: internet freedom, supporting local civil society and independent media, civic space, digital repression, building long-term local resilience among civil society and independent media, digital security, and digital governance advocacy, among others. The Technical Advisor/Consultant will work closely with the business development and regional/program teams to develop and implement capture strategies, identify and cultivate partnerships, and support proposal development.

The Technical Advisor/Consultant should have deep knowledge of democracy, governance, and human rights issues throughout the world; a broad network of relationships in and outside the United States (including with civil society organizations [CSOs], government entities, etc.); relationships with relevant USG entities (including donors supporting democracy programs) and a strong ability to collaborate and communicate.

PRINCIPAL DUTIES & RESPONSIBILITIES

The Technical Advisor/Consultant will support the design of a strategy for capturing and competing in USG funded DRG global initiatives. The Technical Advisor/Consultant will support a Freedom House wide organizational effort by helping to organize and lead internal and external consultations, background research, technical writing, engagement with partners, and by providing key recommendations on various partnerships and implementation approaches. The Technical Advisor/Consultant will use existing organizational knowledge, lessons learned and tools and will advance the design of proposal strategies by carrying out the deliverables outlined below. This is a short-term consultancy with an anticipated period of performance of approximately 8-12 weeks. The consultant will work in a hybrid modality, with frequent meetings in Washington, D.C.
The Short-Term Advisor/Consultant will have the overall responsibility for:

  • Rapid analysis of existing market analysis to understand USG’s priorities in the DRG space and gather intelligence on global opportunities.
  • Conducting a competitor analysis, noting their strengths, weakness, technical offer, operations and staffing, and partnerships.
  • Supporting ongoing identification, engagement, and consultations with potential partners. This support will consist of organizing and facilitating consultation meetings, summarizing the discussion, and producing key takeaways and recommendations.
  • Consultations will focus on gaining feedback on the opportunities and potential areas of collaboration.
  • A key deliverable will be identifying and mapping out potential partner organizations, determining the role of each partner organization and drafting teaming arrangements.
  • Conducting desktop reviews of existing and previous USG and non-USG models of direct engagement with local partners in key geographies across the world to better understand relevant lessons learned, challenges, and opportunities that will inform the design of proposals and strategies.
  • Supporting recruitment efforts, including identifying potential staff and/or experts.
  • Supporting the development of recommendations on appropriate criteria for the selection of countries/regions that could have relevance to the global opportunities. These criteria will be used to identify partnerships, locations, and relevant themes.
  • Supporting the review of relevant USG tools related to topics such as: internet freedom, supporting local civil society and independent media, civic space, digital repression, building long-term local resilience among civil society and independent media, digital security, and digital governance advocacy, and human rights protection.
  • Developing a proposal strategy, including management structure and staffing plan, roles, technical approach, and high-level budgets.

QUALIFICATIONS

  • Advanced degree in political science, governance and/or human rights preferred and strong analytical and communication (written and facilitation) skills.
  • The ideal candidate has an employment history that demonstrates extensive writing experience, and an ability to craft information succinctly with a high degree of technical depth.
  • Extensive knowledge of internet freedom, supporting local civil society and independent media, civic space, digital repression, building long-term local resilience among civil society and independent media, digital security, and digital governance advocacy, and human rights protection, global governance interventions and trends, and substantial extensive experience designing programs.
  • Extensive knowledge of global USG governance programming and policies.
  • Excellent coordination and facilitation skills relevant for organizing, facilitating, and leading consultations, identifying potential partners, and bringing relevant stakeholders into the conversation.
  • Ten (10) or more years of relevant experience in USG DRG strategy development, program design, partnership-building, and research and analysis.
  • Excellent oral and written communication skills, including the ability to produce and edit written documents in English, including proposals. Strong presentation and facilitation skills.
  • Experience in managing and leading USG funded global initiatives preferred.
  • Demonstrable experience working successfully as an individual and as part of a team.
  • Knowledge of USG grant policies, regulations and procedures. Knowledge of non-USG initiatives and experience working on USG or non-USG partnership initiatives or programming is a plus.
  • Availability to work between March 2024 and May 2024.

WORKING CONDITIONS

  • Essential functions are typically performed in an office setting or remote work.
  • May require long hours including evenings and weekends to complete tasks.
  • Travel to some countries, for business or in some cases personal reasons, while a Freedom House employee, may not be advisable or even possible due to high security risks.
