Our humanitarian response programmes generally consist of a combination of sectors including Food Security and Livelihood (FSL), WASH, Protection, Health, and Nutrition as well as CASH as a cross-cutting sectoral intervention.Humanitarian response is a key cornerstone of the strategy, aiming to grow in scale over the period, particularly building on our niche of promoting Locally Led Humanitarian Response. This position as a Humanitarian Response Officer will be responsible for overseeing special appeal emergency funds and supporting emergency response in acute emergencies including in countries where Trocaire does not have a country office. Key responsibilities of the role include crisis monitoring, reviewing humanitarian proposals and reports, grant management and updates. Support the implementation of, and adherence to, programmatic and organisation-wide, systems and procedures for ensuring good practice to meet sectoral standards in humanitarian protection, accountability and programme quality.This role will suit a young, highly professional who is highly motivated offering opportunities to learn and develop.For the candidate with the required experience and passion for the role, Trócaire offers a competitive package of salary and benefits.The role is based in Ireland and would report to the Humanitarian Manager Operations, It would involve close liaison with Humanitarian Advisors and Humanitarian Programme Support Officer.RequirementsKey ResponsibilitiesHumanitarian response strategy Management

  • Participate in conducting scoping exercise for new emergencies in special country programmes, including partner identification and assessment.
  • Work with the humanitarian manager and countries teams in the development/revision of humanitarian strategy for special country programmes, special appeal funds.

Humanitarian Grant Management and Reporting

  • Provide technical review of Caritas proposals providing feedback where required.
  • Facilitate project grant agreements and fund transfers to partners.
  • Ensure project information is updated in the Trocaire system (Salesforce and Agresso) from project set up to close out.
  • Support partners in their oversight and monitoring of humanitarian grant implementation through occasional field monitoring or participation in project reviews.
  • Keep Trócaire’s Appeal Tracker up to date, liaising with country offices, finance and global advisors for information.
  • Support, and/or lead on the development and submission of project proposals and reports (including narrative and financial elements) for IEA funding.
  • Support with management of consultant contracts on Special Appeal Programmes.

Humanitarian Crisis Monitoring and Communication:

  • Conduct crisis monitoring and prepare brief updates to keep the management informed.
  • Prepare regular SitReps and programme updates as required.
  • Prepare brief updates on programme response at agreed intervals for Irish Emergency Alliance/ Church or Trócaire management, include case studies where requested.
  • Respond to ad hoc communication requests regarding Trócaire’s response.
  • Monitor macro level humanitarian trends and produce quarterly digest.

Humanitarian learning and information management

  • Participate in partner capacity building initiatives in special country programmes

Document programmatic and partnership learnings from Trocaire special country programmes

  • Support the humanitarian Manager and advisors in the broader humanitarian learning initiatives, including on preparation of learning materials and dissemination of learnings.
  • Manage the humanitarian pages in engage
  • Oversee documentation and box filling of humanitarian documents, including facilitating quarterly reviews.

Engaging with External Stakeholders in Humanitarian Response

  • Represent Trócaire at inter-agency coordination meetings for Caritas appeals.
  • Represent Trócaire on the Irish Emergency Alliance Programme Working Group.

Other Duties

  • Any other reasonable duty as may be assigned by Humanitarian Manager or Head of Humanitarian Programmes that is consistent with the nature of the job and its level of responsibility.

Essential RequirementsSkills

  • Fluency in written and spoken English.
  • A knowledge and understanding of key established and emerging humanitarian and development issues.

Qualifications and experience:

  • Third-level qualification in humanitarianism, development or related area and/or relevant humanitarian training and experience.
  • Understanding of key humanitarian standards and principles of good practice, including, SPHERE, Code of Conduct for the International Red Cross and Red Crescent Movement and Non-Governmental Organizations (NGOs) in Disaster Relief.
