Background
The International Food Policy Research Institute (IFPRI), under the Area of Work “Market Intelligence” in the CGIAR program Breeding for Tomorrow, generates behavioral, social and economic intelligence to foster increased adoption and turnover of improved varieties. In this context, IFPRI is looking for a survey firm or consultant to implement a study generating behavioral, social and economic intelligence in Ethiopia.
The consultant will collect endline survey data for a sample of farmers who were surveyed first in 2022, followed by the implementation of several seed promotion strategies and a picture-based crop insurance solution. The study is designed to evaluate impacts of promoting new varieties and more complete crop insurance on agricultural investment behavior and risk coping strategies. The survey will be administered with 3840 respondents from 1920 households that have been part of the study since 2022. The survey is expected to take around 1.5 hours to complete.
The work will need to be conducted in the first half of 2025. The consultant or survey firm will have physical presence in BahirDar, Amhara region, to facilitate the oversight of the survey.

Scope of work
- Translate finalized research instruments to local languages spoken in the study locations, especially Amharic.
- Recruitment of a field coordinator and enumerators; train enumerators, pilot the survey, and debrief the study team in BahirDar.
- Work with local mobilizers to recruit the targeted respondents from the previously administered baseline survey.
- Administer the survey with 3840 respondents from 1920 study households whilst overseeing data collection and data quality assurance.
- Provide regular updates on fieldwork progress and share data collected at regular intervals with researchers from IFPRI, BahirDar University and University of Arizona.
Required qualifications of the consultancy firm / survey team leader
- Demonstrated understanding of the assignment
- Demonstrated experience with similar types of studies
- Demonstrated experience working with international organizations
- Excellent communication and interpersonal skills
- Office located within the vicinity of BahirDar
- Financial and technical proposal work plan that demonstrates value for money
Preferred qualifications
- Previous experience working with the study sample in this project
- Demonstrated knowledge of smallholder farmers’ constraints to adopt technologies
- Ability to work in BahirDar – a war-affected area – as demonstrated in the work plan
