Organizational Context

 

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The Danish Red Cross Country Office in Ukraine has supported the Ukrainian Red Cross Society in country since 2014 and have significantly scaled up its support following the intensification of hostilities after the 24th of February 2022. DRC in Ukraine focuses its support to URCS within Disaster Management, Humanitarian Relief, Disaster Risk Reduction and Management, Health, Mental Health and Psychosocial Support, National Society Development (including branch development and volunteer management), youth and livelihood

 

Job Purpose

 

The Danish Red Cross (DRC) has been supporting the Ukrainian Red Cross Society (URCS) since 2014 and has significantly scaled up its operations since the full-scale escalation in February 2022. As Ukraine remains in a protracted crisis, the humanitarian needs are evolving, and our focus is shifting toward long-term recovery, resilience, and sustainability.

URCS is one of the largest humanitarian and civil society organizations working around the clock to respond to the humanitarian and social challenges in the country turning compassion into action. We are now in a protracted crisis, focusing together on long-term recovery and rehabilitation and at the same time remaining adaptable to the ever-evolving context in Ukraine.

Danish Red Cross/IFRC is seeking a Project Coordinator, based in Kyiv in Ukraine, to support URCS in managing and implementing multi-sector projects; providing capacity-building support; support on project- and program design and coordination with different stakeholders, ensuring well-coordinated efforts that align with strategic priorities.

This role will focus on key programmatic areas, including:

  • Youth engagement and empowerment
  • International Humanitarian Law (IHL) dissemination
  • Mental Health and Psychosocial Support (MHPSS)
  • Mine Risk Awareness
  • Livelihoods and Social Cohesion

By integrating a long-term perspective into programming, ensuring quality and accountability, and fostering stronger collaboration with URCS, the Project Coordinator will play a vital role in shaping relevant, impactful and sustainable humanitarian and development initiatives in Ukraine.

 

Job Duties and Responsibilities

 

Project management (50 %)

  • Support Project Implementation: Provide oversight and technical support to URCS in implementing multi-sector humanitarian and recovery projects, ensuring adherence to DRC and donor standards.
  • Guidance on Planning & Financial Management: Assist URCS in project planning, financial monitoring, and reporting, strengthening their capacity for effective implementation.
  • Reporting & Compliance: Consolidate and review external narrative reports, ensuring quality assurance, compliance with donor regulations, and alignment with Standard Operational Procedures.
  • Capacity Building & Quality Assurance: Strengthen URCS project management capacity, promote operational independence, and support the development of quality assurance systems across project components.
  • Monitoring, Evaluation & Learning: Track project progress, facilitate necessary adjustments for impact, integrate lessons learned from other DRC-funded projects, and ensure alignment with cross-cutting themes such as community engagement, gender inclusion, and protection.
  • Documentation & Coordination: Ensure proper project documentation, compliance with donor and internal regulations, and coordination between URCS and DRC programme units to enhance synergy and effectiveness.

Coordination and capacity building (15 %)

  • Liaison & Collaboration: Act as the link between DRC, URCS, and Red Cross Movement partners in areas relevant to the project(s), ensuring effective coordination and collaboration
  • Representation: Represent DRC Ukraine in technical working groups, coordination platforms, and civil society networks to enhance partnerships and sectoral influence.
  • Knowledge Sharing & Institutional Strengthening: Facilitate learning, integration of best practices across project sectors, and support URCS in building sustainable institutional capacity.
  • Internal Coordination & Cross-Cutting Integration: Collaborate with DRC CO teams to ensure alignment across programme sectors, strengthen internal synergies, and enhance cross-cutting themes such as gender, CEA, and community resilience in project implementation.

Programme Development and Strategic Alignment (20 %)

  • Project Design & Development: Collaborate with URCS PMO and technical teams to design and develop projects and programmes that align with strategic priorities.
  • Strategic Contribution: Support the Head of Programmes in shaping project ideas and concepts in partnership with URCS and key stakeholders.
  • Stakeholder Engagement & Funding: Participate in stakeholder mapping, networking, and identification of new funding opportunities to expand programme reach.
  • Needs Assessment & Context Analysis: Support assessments and context analysis to ensure projects are responsive to local needs and priorities.
  • Programme Integration & Coordination: Facilitate coordination across programmatic areas to ensure alignment with strategic goals and effective integration into projects.

 

Job Duties and Responsibilities (continued)

 

Project Financial Management (15 %)

  • Ensure Financial Compliance & Systems: Collaborate with URCS and DRC CO Finance to establish and maintain robust financial management systems, ensuring compliance with donor and audit requirements.
  • Budget Oversight & Resource Allocation: Monitor project budgets, resource allocation, and expenditure to ensure efficient use of funds and alignment with financial goals.
  • Reporting & Audit Coordination: Oversee the timely preparation and submission of fund requests, financial reports, and audits in line with donor requirements.
  • Procurement & Logistics Support: Work with DRC CO Logistics to ensure URCS procurement follows donor guidelines and supports timely, cost-effective project implementation.

Duties applicable to all staff

Education

 

A higher-level educational background in international relations, humanitarian and/or social sectors.

 

Experience

 

Required

• Experience with project and programme development and monitoring, ‎preferably within the RC movement.‎

Preferred

• ‎2-4 years of relevant professional experience, preferably from the development ‎and humanitarian sector.‎
• Experience coordinating / managing multi-sector projects/programmes and ‎grants through local partners, preferably with funding from institutional donors ‎as MFA, ECHO, UN etc.‎
• Proven consortium management or multi partner coordination experience is ‎preferable.‎
• Experience working with multi partners programming and capacity ‎development, preferably in either IHL, Youth, livelihood and social cohesion.‎

Required

• Able and willing to work in a high risk and volatile context with travel frequently ‎within Ukraine (as security situation allows) with DRC colleagues, or URCS ‎and/or partner counterparts for monitoring, assessments or other project ‎related purposes.‎

• Able to handle a heavy, varied, and at times unpredictable workload.‎
