The Position:The UNFPA Supply Chain Management Unit seeks applications from qualified professionals to execute in-country assessments, as part of the 2024 Last Mile Assurance (LMA) cycle. In-country assessments are expected to commence in June 2024.UNFPA is the United Nations sexual and reproductive health agency. To read more about UNFPA, please go to: .As part of its programme activities, UNFPA regularly procures and delivers programme supplies to implementing partners (IPs). The IPs are responsible for safeguarding the programme supplies and ensuring last mile distribution to service delivery points (SDPs) where communities and clients – mostly women and girls – can access them.The UNFPA LMA process provides visibility into the management of UNFPA programme supplies at different levels of the supply chain, allowing for better programming, targeted supply chain systems strengthening interventions, increased UNFPA and IP accountability, and improved ability to discharge UNFPA’s fiduciary obligations to donors.The purpose of the in-country assessment is to verify product availability, storage conditions, trace product movement throughout the downstream supply chain (i.e. from the central warehouse until service delivery points at the “last mile”) and obtain additional insight into information collected in previous LMA process activities. During the in-country assessment, on-job training and mentoring of UNFPA, implementing partner and warehouse personnel should be provided based on gaps identified.The consultant will report to the SCMU Country Support Manager.Duration and working schedule:In-country assessments will follow the below schedule:

  • 10 working days to perform the in-country assessment, including a debrief meeting with key stakeholders, to share findings and discuss root causes and recommendations for supply chain strengthening (on site)
  • 5 working days to participate in the orientation meeting and finalize the ICA deliverables (remote)

The actual number of working days will be subject to the finalized ToR for each in-country assessment.Place where services are to be delivered:The services are to be delivered: * On-site, in the countries where the consultant will execute in-country assessments.

  • Remotely, for participation in the orientation meeting and finalizing the ICA deliverables

Expected travel:The consultant is expected to travel from their place of residence to the countries where they will conduct in-country assessments.Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):The IC must provide the following deliverables upon completion of an in-country assessment:

  • Verified and finalized in-country assessment Google Tool and Qualtrics Tool
  • Supporting documentation for the Google Tool (including copies of Issuing Facility Distribution Records)
  • Debrief meeting presentation slides
  • Final report

Job Purpose:UNFPA seeks the services of consultants to execute supply chain in-country assessments in selected countries.Qualifications and Experience:

  • Advanced university degree in Business or Public Administration, Accounting, Finance, or other related fields. A first level degree in any of these fields, in combination with a professional auditing certification and additional relevant experience, may be accepted in lieu of an advanced degree.
  • Certified Internal Auditor (CIA) or National Audit Certification (e.g., ACCA, CPA, CA, etc.) is desirable.
  • At least ten (10) years of external or internal audit and/or other directly relevant experience such as governance, risk management and control services, preferably in supply chain management, performance monitoring and assurance activities at the international level.
  • Experience in conducting on-site mentoring, on-the-job training, or capacity building in supply chain management
  • Strong analytical and writing skills.
  • Ability to communicate technical subjects to non-technical audiences
  • Initiative, sound judgment and demonstrated ability to work harmoniously with persons from different cultural backgrounds.
  • Experience working with G-Suite is an asset.
  • Flexibility to work in a changing environment
  • Willingness to travel to hardship duty stations

Language requirements:

  • For all in-country assessments, fluency in English is required.
  • For in-country assessments in French-speaking countries, fluency in French is required.
  • For in-country assessments in Spanish-speaking countries, fluency in Spanish is required.
  • For in-country assessments in Portuguese-speaking countries, fluency in Portuguese is an asset.
  • For in-country assessments in Arabic-speaking countries, fluency in Arabic is an asset
