Duties and Responsibilities

Organizational Setting:
This position is located in the Office of the Special Coordinator on improving the United Nations response to sexual exploitation and abuse (OSCSEA). This Office supports the ongoing efforts of the Secretary-General and the leadership of United Nations offices, departments, funds, and programmes along with other Implementing Partners, to strengthen the response to sexual exploitation and abuse in peacekeeping, humanitarian, development, and human rights sectors.

The Individual Contractor reports to the Senior Political Affairs Officer (P5).

Duties and Responsibilities:
In line with the pillars of Secretary General’s strategy on prevention and response to sexual exploitation and abuse, especially, effective response and ensuring accountability, the Individual Contractor will assist the office in conducting research on legal aspects of PSEA guidance and policies, support the development, simplification, and dissemination of PSEA guidance and support the provision of operational efforts to PSEA on the field and headquarters.

Scope of work: The Individual Contractor will perform the following duties:

o Assist the Office by conducting research pertinent to PSEA issues, including: how to strengthen accountability for SEA within the UN system and also with implementing partners, including governments, member states (including TCCs/PCCs) and civil society organizations ; legal/policy barriers to victim assistance and support, victims’ access to justice and redress and the overlap between SEA and CRSV.
o Assist in identifying emerging trends and propose recommendations for strengthening the UN’s response to SEA and protection of victims of SEA in coordination with key stakeholders.
o Foster collaboration with legal civil societies and international organizations, in addressing issues of accountability and protection of victims.
o Support the development, simplification, and dissemination of PSEA guidance, policies, and tools.
o Support the revision and update of the current ST/SGB/2003/13.
o Assist in preparing a compendium of the decisions of UN dispute tribunals, thematically focusing on various issues pertaining to SEA.
o Assist in compiling a compendium of administrative actions taken by OHR with regard to SEA allegations.
o Review and analyze the decisions of UN administrative tribunals and sources of international law to assist the work of the Office.
o Assist in developing proposed tools for monitoring & reporting/evaluation of PSEA.
o Assist the office in coordinating visits of the Special Coordinator with legal stakeholders.

Qualifications/special skills

MA in Law is required. Academic research in Human Rights Law focusing on the issue of SEA and/ or issues of Sexual and Gender-based Violence (SGBV) and conflict studies is desirable.

Languages

Fluency in written and spoken English.
