This individual contractual service will contribute to progress, identifying gaps and challenges in responding to and preventing sexual exploitation and abuse, and informing the development of policies and tools to strengthen the UN system-wide approach, with special focus on mission transition contexts.Work LocationNew York, USAExpected duration4 months March 1, 2025 to June 30, 2025Duties and ResponsibilitiesOrganizational Setting This position is located in the Office of the Special Coordinator on improving the United Nations response to sexual exploitation and abuse (OSCSEA). This Office supports the ongoing efforts of the Secretary-General and the leadership of United Nations offices, departments, funds, and programmes along with other Implementing Partners, to strengthen the response to sexual exploitation and abuse in peacekeeping, humanitarian, development and human rights sectors. The incumbent reports to the PSEA/Safeguarding Advisor (P4). To perform the following duties, with the overall focus on supporting the work of OSCSEA’s Consultant, and the related Working Group, on PSEA in peacekeeping mission transition contexts. • Support on PSEA matters relating to the peacekeeping missions/humanitarian operations and the transition to development environments. • Support the development and implementation of a strategy, action plan and SOPs on peacekeeping mission transitions with inclusion of recommendations from the Comprehensive Assessment. • Monitors and analyzes data on SEA allegations, including from the OSCSEA’s Annual Global PSEA Perceptions Survey, to identify trends and assess potential risks, informing prevention and response measures. • Analyzes and summarizes documents, policies, reports and media articles related to PSEA, identifying gaps and issues, proposing necessary actions and best practices. Conducts research on topics of relevance to the mandate. • Support the provision of technical and substantive support on PSEA issues, facilitating information sharing and best practices, with specific attention mission transitions. • Performs other duties, as required.Qualifications/special skillsAcademic Qualifications Minimum of master’s degree in gender studies, human rights, social sciences, international relations, peace and security, humanitarian affairs, development studies and/or related field. Experience Required minimum 1 year of experience in the field of gender studies, social sciences, international relations, peace and security, humanitarian affairs and or political affairs, development studies and related fields. Experience pertaining to addressing sexual and gender-based violence, sexual exploitation and abuse (SEA) and/or the protection of civilians is desirable.LanguagesFluency in written and spoken English as well as excellent technical writing skills. Knowledge of other official UN languages is desirable.Additional InformationOutputs/Work Assignment • Produces regular and ad hoc reports on the monitoring and analysis of data concerning SEA, trends, potential risks, and the effectiveness of prevention and response measures being employed within the peacekeeping, humanitarian and development sectors. This includes analysis on results of the Global Annual PSEA Perceptions Survey. • Provides input to the OSC SEA strategy and action plan to address recommendations from the Comprehensive Assessment, with special attention to mission transition. • Documents efforts to ensure the integration of PSEA into transitions planning. • Attend regular meetings (various) and provide meaningful summaries of discussions and outcomes. • Responds to day-to-day requests for support from within the peacekeeping, humanitarian and developments contexts across the UN system. • Regular interaction with partners, to collaborate on improving current policies and practices for preventing and responding to the sexual exploitation and abuse, especially in mission transition contexts. • Delivers reports, talking points, and briefing notes on topics of relevance. Other skills and competencies Functional Competencies • Expertise and skills in the design, development of tools, guidance and trainings for UN and I/NGO actors. • Technical expertise on gender related issues, including PSEA. • Strong analytical skills with conceptual understanding. • Strong, proven functional skills in analytical writing, and producing toolkits, templates, reports, research, and assessments. • Excellent demonstrated ability to be flexible, works under tight deadlines in an independent working environment. • High level of communication and interpersonal skills; experience in working effectively in a multi- cultural environment. • Good understanding of the UN common system and policies.
