Nature of the Consultancy: Coordinate and lead the content development and design of the Disaster Risk
Management (DRM) information management (IM) system under the Department of Environment, Climate Change & Emergency Management (DECEM) in FSM and National Disaster Management Office (NDMO) in the Republic of Marshall Islands (RMI).
Project Context and Scope: The International Organization for Migration (IOM) is UN’s lead agency on migration, working closely with its key stakeholders – migrants and Member States – to promote humane, safe, and orderly migration. In the Pacific, the IOM Micronesia Mission covers the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI), Republic of Palau and Kiribati, and includes 7 offices.
Under the Resilience Pillar, IOM in FSM and RMI works with national, state and municipal governments, local NGOs and communities to increase coping capacities to various community development challenges and crises exacerbated by climate change. Towards achieving this goal, IOM works across multiple levels, partnering with national, state and municipal governments as well as vulnerable communities to develop necessary knowledge, skills and resources. Working on multiple levels allows for a holistic response which integrates increased resilience of communities with strengthened government response.
To build community resilience, IOM works with partners to assess context and needs and develop multi-sectorial interventions. In communities that are vulnerable to climate change, natural disasters and risks of forced migration, IOM works with local authorities and diverse community members to support them in participatory mapping of hazard risks, climate change impacts and identifying initiatives to mitigate them. Working with government partners, IOM supports the development and strengthening of climate change adaptation and disaster preparedness policies, standard operating procedures, and operational plans. To enable evidence based and targeted planning and response, IOM supports government-owned information management (IM) systems inclusive of data on various location-based vulnerabilities, disaster impact data, relief supplies stocks, resources, and needs.
This Consultancy will lead the content development and design of this IM system, which will be handed over to the FSM Department of Environment, Climate Change and Emergency Management (DECEM) and the RMI National Disaster Management Office (NDMO) once completed. The consultant will coordinate closely with a team including the IOM Micronesia IM Officer, and the IM development team based in the IOM Regional Office in Bangkok.
***Core Functions / Responsibilities:***The Consultant will lead the process of content development and design of the Disaster Information Management System (DIMS) which will be handed over to the Department of Environment, Climate Change and Emergency Management (DECEM) in FSM and the National Disaster Management Office (NDMO) in RMI. The consultancy shall build on the draft Business Requirement Document, and the work developed so far, and finalize both the design and development of the system.
The system shall support the collection and compilation of stakeholder’s data in one consolidated platform, for easy visualization (e.g., dashboards, maps, etc.) and analysis, in support of preparedness planning, emergency response and recovery efforts.
- In close coordination with IOM team members in FSM, RMI and at the Regional Office (including IT and IM Specialists) and government partners, lead the conceptualization, design and development of the information management system, covering Preparedness, Response and Recovery Modules. Specifically, the consultant shall build on existing stakeholders’ assessment reports, the draft BRD, and the work already conducted for the development of the system, and ensure that the IMS is designed and developed to collect, maintain, consolidate, visualize and share information on:
- Preparedness: including Hazard, Vulnerability, and capacity Assessment, Community Profiles; prepositioned supplies/warehouse management.
- Response: including Initial and Joint Disaster Damage Assessments; response monitoring
- Recovery: including Disaster Recovery/Reconstruction Plans and recovery monitoring
- Work with IOM team and stakeholders to present the IM system design and prototype to DECEM and NDMO, Joint Risk Management Network (JRMN) members and other relevant partners, document recommendations and adapt the improvement/amendment of the prototype as needed.
- Support the launch of the IMS for National Disaster Management Agencies in FSM and RMI.
- Lead in the development of training materials, manuals, tutorials and train relevant government and
community focal points on DIMS and its data collection tools. - Provide on-the-job trainings and mentorship to government IM seconded personal and create a roaster of DIMS trainers for sustainability.
- Support the preparation of monthly reports to IOM.
- Provide technical support to government requests for information management tools, applications, data collection, data visualization as relevant.
- Assist in developing information materials by providing data analysis as needed.
- Undertake regular travel out of duty station as needed for the roll out of capacity building activities and other activities needed for the DIMS.
- Perform such other duties as may be assigned.
Performance indicators for the evaluation of results:
Satisfactory and timely completion of tasks specified in the TOR based on supervisor’s performance

Required Qualifications and Experience:
- Master’s degree in information management, Geographic Information Systems, Archival, Information Science, Information Systems, Social Sciences, or a related field with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
- Strong experience in facilitating data and information-oriented projects
- Expertise and experience in the humanitarian and/or development sector contexts
- Excellent skills in development and design of assessment tools and platform, data gathering, data analysis, visualization and presentation in producing of high-quality reports
- Excellent analytical, research and writing skills
- Communication skills, time management, and cultural sensitivity
- Experience in the areas of information management, monitoring and evaluation, and IMS platform
development in developing countries and/or other relevant areas. - Working experience with an international organization, UN agency, and/or USAID or NGO is preferred.
- Experience in the Pacific region is an advantage.
Skills:
- Strong ability to compile and holistically analyze diverse datasets and statistical information and present information in understandable in the form of visualization, tables, charts, graphs and reports
- Excellent knowledge of MS Excel or MS Access (e.g. pivot tables and functions)
- High level of organization skills
- Established analytical and research skills within an information management context
- Ability to show initiative, manage priorities, meet deadlines, and exercise discretion, confidentiality, and sound personal judgement.
Languages:
Fluency in English (oral and written); Working knowledge of Pohnpeian and/or Marshallese languages is an advantage.
Note:
- The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
- The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given
assignments for accurate translation.
Travel Required:
Travel to Majuro, Marshall Islands and other states in FSM are required for these consultancy services.
