The job holders will be responsible for implementing the H3SE compliance schedule at site level within the company and Contractor area of jurisdiction.
The TILENGA Project is a key project for the client as it is its first major petroleum investment in Uganda.
TILENGA project is an onshore and offshore (Lake Water Abstraction) project development comprising:

  • 31 Well pads and the upstream gathering network including flowlines and trunklines. 80 km of Right of Way, 170 km of buried pipelines: Oil / Water injection / Electrical cable, optic fiber, crossing the Nile River
  • Upgrading or Construction of access roads to the well pads
  • Industrial Area including an upstream Central Processing Facility (CPF) / Construction and Operation camps /Drilling, Construction, and operation support base.
  • Lake Water Abstraction station
  • Upgrading of road and existing Bugungu Airstrip, construction of access road to the facilities. Production Data: 200 Mstb/day of oil

ACTIVITIES
Main accountabilities

  • Attend FATs for critical discipline equipment (ex MPFM, ICSS, etc…)
  • Monitor closure/implementation of FAT punch items at Site.
  • Ensure that requests for changes and change notices are properly logged / maintained in master file, implemented, and compiled by contractors.
  • Supervise and control the Software management of change between FATs phase and the installation on Site.
  • Ensure that Approved AFC documents are used by construction teams; in particular hook-up standards and wiring at Site are as per approved AFC documents.
  • Ensure engineering mark ups/red-line mark-up is logged and formally issued and approved.
  • Supervise, control, and monitor all field engineering related topics of the instrumentation discipline on Site.
  • Review and prepare answers to the site concessions requests.
  • Ensure, for the discipline that approved detailed Engineering, Project Specifications and Procedures, Company General Specifications and international codes are well followed.
  • Monitor construction progress on regularly basis (in technical rooms, cables installation, etc…)
  • Ensure that all construction risks are well anticipated and reduced as much as possible by the contractors and subcontractors.
  • Provide expertise and assistance to the construction and commissioning teams on technical aspects of his/her discipline.
  • Organizing technical discipline meetings as and when required:
  • Focusing on critical scopes and materials
  • Ensure that, for his discipline and area, the site deliverables, as-builts and quality assurance record books are properly documented and maintained by the contractors.
  • Monitor readiness for commissioning of key instrumentation assets such as ITR, ICSS. Coordinate the vendors assistance on Site, for packages commissioning and SATs of the control systems.
  • To participate in the preparation of the ICSS Precommissioning & Commissioning procedures & dossiers, reporting tools (Commissioning MDR, ICAPS database, planning, punch list) in coordination with Commissioning team, participate in the loop check campaigns.
  • Review the Precommissioning & Commissioning Execution Plan in liaison with Commissioning leads/manager.
  • Contribute to the use of OPERCOM methodology to perform pre-commissioning.
  • Contribute to Site Acceptance Tests, pre-commissioning preparation and ICAPS items population.
  • Contribute to the use ICAPS for the progress & punch list follow-up and their clearance.

In Any phase:

  • Ensure that Safety, Health, Environment Policy and Management System are adhered and that safe working practices are carried out at all times.
  • Comply with HSE policy and documents (directives, rules, specifications, procedures, etc), and ensure those are properly understood.
  • Ensure that any incident or anomaly (unsafe act/situation) is immediately reported and analyzed.
  • Participate in actions for identifying and minimizing risks, and the impact of activities
  • Take part in incident, accident and anomaly investigations and analyses when is required.
  • Attend and actively participate in any HSE inspection, audit or other improvement activity when is required.
  • Analyze and timely closure any NCR or HSE findings to their own area of work.
  • Involve him/herself in safety aspects of the design and report any anomalies noticed on site, when related to his/her discipline.
  • Comply with the HSE Training required for the position.

Reporting and Progress Follow Up:

  • Evaluate performance of Contractors Team
  • Monitor progress of contractors. Propose progress parameters based on accurate records in liaison with construction, packages, and commissioning teams expectations.
  • Report any issues to the ICSS-instrumentation lead.
  • Prepare Daily and Weekly report for the management.

CONTEXT & ENVIRONMENT
There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the
Company today.
The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area,
and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory
Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging the client design concepts as well as substantially challenging the client referential.
Multicultural environment: Contractors are anticipated to be in various parts of the world. Ugandan rules
and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply.ACCOUNTABILITIES

  • Reporting to the ICSS-Instrumentation Lead, act as technical authority on Site for Instrumentation – ICSS activities on Site in particular troubleshooting
  • In coordination with the Commissioning team, participate in the ICSS and instrumentation commissioning activities.
  • The position will back-to-back (while on Uganda Site), will ensure smooth transfer and continuity of supervision. activities shall be ensured with the back-to-back position holder.
  • The holder of the position will have a very good knowledge of the Project technical referential, Project detailed design and will be particularly agile in assessing the compliance of the field engineering topics to the various project deliverables.
  • Be familiar with the Project processes and organization to allow formal resolution of the field engineering issues.

HSE:

  • The job holder shall undertake all activities he is responsible for, or involved in, with the highest level of consideration for HSE risk management, protecting human health, respecting communities, and preserving the environment.
  • He will promote safety and environment awareness / conscientiousness at all levels through an exemplary and pro-active attitude towards the Project team, the Contractor / Subcontractor and with all stakeholders.
  • He shall ensure and promote the use of the Company rules and specifications throughout his activities to ensure compliance with Project safety objectives.
  • To ensure a safe execution on site

QUALIFICATIONS & EXPERIENCE REQUIRED

  • Engineering degree or equivalent in Instrumentation and ICSS discipline
  • Previous experience in the ICSS- instrumentation discipline
  • Minimum of 10 years of experience in Oil and Gas and Petrochemical industry with thorough knowledge on various safety regulations, standards, procedures etc.
  • Knowledge of the client group standards and/or previous experience with other major IOC’s in large oil and gas construction projects.
  • Site / commissioning experience
  • Valid Medical Certificate which complies with company Standards.
