Duties

• You will manage and coordinate the environmental review and preparation of National Environmental Policy Act (NEPA) documents (primarily Categorical Exclusions (CATEXs)).
• You will provide environmental planning consultation services to supported Activities to ensure project requirements are fully defined and the appropriate level of National Environmental Policy Act (NEPA) analysis and documentation is conducted.
• You will interact with various stakeholders, including other federal, state, and local government officials, non-government organizations, Tribal nations, and the public in various venues in support of NEPA projects.
• You will coordinate obtaining environmental permits associated with various projects.
• You will assess the environmental impact of military operations and training exercises, construction projects, and other projects occurring at NAS Whidbey Island.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
For the GS-12:
1) Directly performing or coordinating contractor support to prepare environmental planning documents and assessing environmental impacts to natural and cultural resources, including Environmental Impact Statements (EIS) and Environmental Assessments (EA); 2) Providing environmental planning consultation services, professional guidance, and general assistance to an organization regarding the National Environmental Policy Act (NEPA) and environmental compliance with federal and local regulatory agency requirements and permits; application of advanced and potentially highly complex environmental concepts, principles, and practices; and 3) Coordinating, guiding, reviewing, and/or evaluating environmental work of team members or contractors. NOTE: This experience must be fully supported in your resume.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

For the GS-11:

1) Performing or supporting preparation of environmental planning documents and assessing environmental impacts to natural and cultural resources; 2) Providing environmental planning consultation services, professional guidance, and general assistance to an organization regarding the National Environmental Policy Act (NEPA) and environmental compliance; and 3) Managing, guiding, reviewing, and/or evaluating environmental work of team members or contractors.

Education

Applicants for the Community Planning (0020 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
OR

You have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
OR

You have a combination of education and experience where you have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

You have a combination of education and experience where the courses were equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Applicants for the Natural Resources (0401 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
You have a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
OR
You have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.

Applicants for the Physical Science (1301 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

You have successfully completed a bachelor’s degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

You have a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Physical Demands. Work is primarily sedentary and consists of office related activities including long periods of sitting, standing, walking and operating telephones, audio-visual equipment and computers. The work involves occasional field visits/surveys where there can be considerable walking, bending, and climbing to get in and out of sites and make observations, and lifting of loads less than 20 pounds.

Work Environment. Work is in an office equipped with adequate ventilation, air conditioning, heating, light and toilet facilities. The employee is not exposed to hazardous substances or environments in the performance of duties. Work is sometimes conducted in the field under non-hazardous conditions.
