This position is located in the office of the Secretariat of the Administrative and Budgetary (Fifth) Committee and the Committee for Programme and Coordination (CPC), Department of Management Strategy, Policy and Compliance (DMSPC). The incumbent reports to the Senior Intergovernmental Affairs Officer, within overall supervision of the Deputy Secretary of the Fifth Committee and CPC.

Responsibilities

Under the general guidance of the Secretary of the Committee and within delegated authority, the Intergovernmental Affairs Officer will be responsible for the following duties:

  • Assists the Secretary in the provision of Secretariat services for sessions of intergovernmental bodies such as the General Assembly and its subsidiary organs as well as subsidiary bodies of the Economic and Social Council and United Nations conferences, including contributing to the preparation of the annotated provisional agenda, the status of documentation and the draft programme of work;
  • Prepares drafts of the procedural notes for the presiding officer for each meeting and on each agenda item and reviews Journal announcements and summaries;
  • Assists in the preparation of all pre-session, in-session, and post-session documentation, including by drawing up initial procedural drafts of decision, resolutions and reports of the Committees, updating them as negotiations and sessions progress and proofing the final texts submitted for formal adoption;
  • Supports the Secretary in providing guidance and advice to the presiding officers as well as other elected officers on the organization of work, including by maintaining up-to-date records on the status of discussions/negotiations of agenda items considered by the Committees and the status of preparedness of documentation for the Committees, by session;
  • Assist coordinators in informal and informal-informal consultations, advising on procedural

aspects and historical background and liaising with Secretariat officials for follow-up actions
and input requested;

  • Prepares summaries and analytical reports on proceeding of meetings of the Committees and Bureaux and follows up on the implementation of their decisions and recommendations;
  • Undertakes research and prepares studies on the procedure and practice of the intergovernmental bodies covered by the Secretariat and drafts notes, background papers, talking points and other correspondence for senior UN officials and maintains contacts with delegates and staff in other UN offices and departments, and other international organizations;
  • Carries out administrative functions and perform other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in international relations, business or public administration, management, economics, law, diplomacy law or a related field is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in international relations, law, diplomacy, or related field is required.

Experience in the provision of substantive support to intergovernmental processes and legislative machinery in an international organization, such as the United Nations or similar international organization, is required.

Experience in dealing with procedures, policies and practices of intergovernmental bodies of an international organization, such as the United Nations or similar international organization, is desirable.

Experience in provision of advice to a presiding officer/Bureau of an Intergovernmental body is desirable.

Experience in preparation and coordination of parliamentary documentation is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment
