Understanding Europe Initiatives on Climate Change and Exploring Partnership for Effective Resource Mobilization

2. Summary of Job Description

The purpose of the internship is to better understand the landscape of ADB’s 17 European member countries and EU in terms of their strategies, policies, and specific initiatives on climate change, and to help ADB European Representative Office to formulate effective engagement strategy and action plans for better resource mobilization. The assignment will involve (i) a mapping exercise of relevant stakeholders and agencies, (ii) review and analysis of ADB’s climate change strategy and documents to propose recommendations to identify potential collaboration areas with each European country and agency, (iii) creating a database of contacts, publications, and strategies/policies for further usage by ERO, and (iv) producing a report on ‘Europe’s Initiatives on Climate Change and Exploring Partnership for Better Resources Mobilization’.

-Mapping exercise: The intern will map each of ADB’s 17 European member countries’ and EU’s climate change agencies, ministries, development agencies, and thinktanks, then build contacts and compile relevant information. The intern will also identify and systematically collect key climate change initiatives, policies, strategies, available funds, and other related information through desk research, survey, and interviews as necessary.

-Analytical: The intern will study and analyze ADB’s climate change strategies including ADB Climate Action Plan, and identify key areas of potential cooperation between ADB and each European country, EU, and relevant agency based on findings from mapping exercise.

-Creating a database: Build a database that consolidates all information collected from the mapping exercise, maintain, and regularly update in a common folder.

-Final report: The intern will compile the results in a report, to be presented to other departments and offices. The report will present key findings, result of mapping exercise, and recommendations for ADB future strategic engagement with European development partners to promote climate change agenda and to better mobilize resources within Europe.

5. Expected Outcomes

The internship will lead to a greater understanding of ADB European member countries and EU’s climate change contacts, climate change strategies, policies, and funding vehicles where ADB and ERO can utilize to formulate an effective engagement strategy and mobilize more resources to support ADB’s climate change commitment.

Qualifications

6. Education Requirements

Students in Master programs or PhD programs with educational background in climate change, public administration/policy, economics, international development, social or political science would be preferable and advantageous.

7. Relevant Experience

The intern will preferably already have a good knowledge of the work of international development finance institutions, including ADB. Knowledge of European countries, EU, European development institutions and policies as well as good understanding of global climate change agenda including Paris Agreement, COPs, EU’s Green Deal and related outcome/directions will be a distinct advantage. The intern should also have well-developed research skills, advanced writing and communication skills, and the ability to conduct surveys and interviews with key external stakeholders (including government officials), manage data sources/database and present findings in a concise and user-friendly manner.
