Objective:
The objectives of the assignment for the Consultant are to enhance the capacity of Bhutan’s justice sector, Parliament, and CSOs to effectively engage in UN mechanisms and Universal Periodic Review (UPR) processes. Through targeted training and technical guidance, the Consultant will strengthen stakeholders’ ability to uphold international conventions particularly those ratified by the Royal Government of Bhutan, monitoring progresses, and ensure meaningful participation in reporting and implementation of recommendations.
Specifically, the assignment aims to:
Strengthen the capacity of the justice sector, Parliament, and CSOs to engage effectively with UN mechanisms and UPR processes.
Deepen understanding of UN standards and mechanisms, including treaty bodies, special procedures and follow-up mechanisms.
Enhance awareness of national progress in implementing international commitments through collaborative structures
Demonstrate the creation and utilization of collaborative structures to address gaps between international recommendations and their national implementation
Scope:
The consultant will be responsible for designing and delivering a technically robust capacity-building programme tailored to key stakeholders, ensuring an in-depth understanding of the dynamics of various UN instruments and their intersection with the global and Bhutanese political economy. The following are the key stakeholders:
1) One training for Members of Parliament in July 2025
2) One Training for Assistant researchers in July 2025
3) One Training for Government projects stakeholders in April 2025
4) One training for CSO partners in April 2025
Based on the capacity needs assessment, the consultant will co-design the training programme to suit the specific needs of each audience. The programme should incorporate
adult learning methodologies, including case studies, interactive discussions, and dialogues, to ensure effective engagement.
The assignment aims to enhance understanding and engagement with UN mechanisms, the Universal Periodic Review (UPR) processes, and treaty body procedures, supporting Bhutan’s continued commitment to the UN conventions.
