Job Title: International Financial Accountant

Reports to: International Finance Manager – Reporting

Job location: The International Financial Accountant position will work in the International finance team at head office in Dublin and will be required to travel to overseas fields as needed.

Pay Band: Grade 5 Dublin (€54,550 – €62,286)

Contract: 2 Years – Fixed Term contract – Hybrid – Based out of the Dublin office

Job Purpose: The International Financial Accountant will be primarily responsible for providing support to country teams with consortia grants including budgeting, set-up, financial reporting and ongoing support and ensuring that the finance standards, policies and procedures of the organisation and donors are followed. In addition, they will be responsible for supporting the International finance team at the head office at various times throughout the year including year-end and budgeting and for providing cover for Roving Accountants as required.

Key Responsibilities:

A) Provision of support to countries with Consortia grants

Provide guidance & support to Country Management and Finance Teams in areas of financial management, use of standard financial reports and ad hoc development of appropriate management reporting including partner and donor reporting, as required for consortia grants.

  • Provide guidance on technical accounting issues in relation to current Concern financial policies and procedures, as they relate to consortia grants.
  • Review the field finance systems and controls in place for consortia grants and work with the RA and CFC on areas where necessary improvements identified.
  • Undertake direct support visits, based on a Terms of Reference (TOR) agreed with International Financial Manager – Reporting and relevant Country Director (CD). These visits will deliver on areas identified as needing assistance.
  • Provide direct support to field finance staff on any issues identified by the International finance team and/or head office finance.
  • Support to field finance staff on Donor regulations & reporting requirements as they relate to consortia grants.
  • Assist CFCs in developing training plans for national finance staff involved with consortia grants.
  • Design training plans & courses for non-financial managers, in conjunction with the CFCs, in order to develop better understanding of financial issues (e.g. Budgeting, Management accounts, Donor management and other finance matters) among budget-holders of consortia grants.
  • Review Consortia Lead agency approval request from field and update the consortia risk summary.

B) Provision of support to International finance team in head office

  • Work with the International Finance Manager – Reporting to carry out a part of the finance induction including a consortia grant induction for newly recruited CFCs on Concern’s financial systems, policies and reports as they relate to consortia grants and/or follow up training after one to two months.
  • Provide assistance to the International finance team at HQ at year-end including review of year-end forms and reports from countries and liaising with country teams in order to meet strict deadlines.
  • Provide assistance to the International finance team during annual planning and budget revision time including review of budget submissions, liaising with country teams in order to meet strict deadlines and collating information as required.
  • Assist in the review of specific sections of the Financial Reporting Pack(FRP)
  • Work on other financial tasks including fortnightly OFT meeting minutes, In-country income journal, specific sections of field Delegation of Authority Work with CONUSA office on USAID/BHA funding and income reconciliation.

C) Cover for Roving Accountants

  • Provide short-term cover where gaps exist for Roving Accountants by undertaking direct support visits, based on a Terms of Reference (TOR) agreed with International Finance Manager – Reporting and relevant Country Director (CD). These visits will deliver on areas identified as needing assistance including:
  • Carrying out all month end processes and reconciliations to ensure a timely completion of the accounts for the period, including completion of monthly support cost allocations
  • Carrying out all year end processes in line with organisational procedures
  • Preparation of individual monthly management accounts for budget-holders and obtaining information on budget variances as needed
  • Preparation of consolidated monthly management accounts for the Senior Management Team (SMT) with a short narrative report to explain major variances.
  • Preparation of internal financial reports for Head Office finance to strict reporting deadlines
  • Preparation of donor reports for external donors/agencies in line with agreed timetables
  • Ensuring all donor reports are supported by transaction lists, in line with organisational procedures
  • The preparation of yearend accounts for external audit purposes

D) Other

  • Visiting the country programmes as required
  • Providing cover as required within the finance team, for example IAS gaps in staffing
  • Perform any other duties as required.

Skills and Experience Required Essential:

  • Applicants must have a professional accounting qualification. E.g. ACA, ACCA, CIMA, CPA or their equivalent.
  • At least three years post qualification experience in a finance/accounting role.
  • Computer literacy, particularly in Microsoft Office such as Word and Excel as well as Great Plains and other accounting packages & other database competencies.
  • Excellent communication skills
  • Ability to work under pressure of deadlines • Good organisational and time management skills
  • Effective team member • Understanding of development issues.
  • The person must be ready to travel approx. 20%

Desirable:

  • Basic French Language
