Introduction

SCOPE OF PRE-QUALIFICATION PROCESS:

The purpose of this pre-qualification is to establish a list of pre-qualified suppliers that will be invited to bid for various future Tenders related to supply and delivery of Power Transformers with a value up to USD 10 million.

Power transformers are used to step up or step-down voltage levels in generation, transmission and distribution systems. This equipment is essential for connecting power sources, substations, transmission lines and distribution networks.

The equipment may include, but is not limited to, transformers within the following indicative voltage classes:

  • Category A – 10 – 35 kV Transformers;
  • Category B – 110 – 330 kV Transformers;
  • Category C – 750 kV Transformers and Autotransformers.

Specific transformer ratings, voltage ratios, losses, impedance values and other technical parameters will be defined under future solicitations based on end-user requirements.

Generic requirements may include, but are not limited to:

  • Suitable for power generation, transmission, distribution, substation and critical infrastructure restoration applications;
  • Voltage classes may include medium-voltage, high-voltage and extra-high-voltage applications;
  • Three-phase or single-phase configuration, as required;
  • Oil-immersed or dry-type design, depending on Application and future specific requirements;
  • Designed for operation at 50 Hz and suitable for integration into the Ukrainian Integrated Power System and ENTSO-E interconnected network;
  • Natural or forced cooling systems, such as ONAN, ONAF, OFAF or equivalent, as applicable;
  • On-load tap changer (OLTC) or off-circuit tap changer, where required;
  • Winding material, vector group, impedance, losses, insulation level and tap changer arrangement to be specified under future solicitations;
  • Suitable bushings, terminal connections and grounding arrangements, as applicable;
  • Suitable for continuous operation at rated load under applicable environmental conditions;
  • Equipped with standard protection, monitoring and control accessories, as required;
  • Supplied with required accessories, which may include conservator, breather, pressure relief device, oil level indicator, temperature indicators, Buchholz relay, monitoring devices, marshalling box, earthing terminals and lifting/transport arrangements;
  • Supplied with transformer oil or other insulating medium, where required;
  • Designed for long-term outdoor operation under Ukrainian climatic conditions, including temperature variations, humidity, icing, wind, dust and pollution levels, where applicable;
  • Factory tested and supplied with all relevant test reports, drawings, manuals, certificates and compliance documentation.

 

PRE-QUALIFICATION BANDS:

The suppliers will be placed in the following three (03) bands based on their technical and financial capacity provided they meet the eligibility and qualification requirements:

(i)                  Band 1: The suppliers placed in Band 1 will be eligible and qualified for awards of contracts up to USD 2 million.

(ii)                Band 2: The suppliers placed in Band 2 will be eligible and qualified for awards of contracts up to USD 5 million.

(iii)              Band 3: The suppliers placed in Band 3 will be eligible and qualified for awards of contracts up to USD 10 million.

UNDP will assess the applications against the pre-qualification criteria outlined in “Section 3 – Prequalification criteria and requirements” of ITP and will place the suppliers in the respective band for which they qualify based on the documents and information provided in their Application. Applicants prequalified for a higher band will be eligible to participate in Tenders of lower bands up to the ceiling limit of the assigned band.
