WWC Federal is seeking an experienced ISR Infrastructure Capabilities, Requirements, & Acquisition Synchronization SME to support the Office of the Undersecretary of Defense for Intelligence and Security [OUSD(I&S)], Director for Defense Intelligence (Programs, Resources, and Enterprise Management) [DDI (PREM)].

Responsibilities may include:

  • Provide scientific, engineering, technical and administrative expertise, analysis, policy guidance, and programmatic recommendations on enterprise prioritization, tracking, de-confliction and alignment of Combatant Commands (CCMDs), Services, partner nations, IC, and other DoD agencies in acquisition synchronization, requirement identification and capabilities including DCGS, Battlefield Information Collection and Exploitation System (BICES), Joint Intelligence Operations Centers (JIOCs) and other infrastructure-related programs.
  • Support coordination and staffing of positions, papers, and memoranda across and between OUSD(I&S), DoD CIO, and other OSD offices on all matters relating to BICES and the Mission Partner Environment (MPE).
  • Research, evaluate, and document existing agreements between international partners and the DoD and IC that have applicability to MPE and advocate solutions for potential friction points, and support development of new bi-, tri-, and multi-lateral agreements.
  • Document current enterprise architectures used for sharing ISR information with international partners, and work with US and international partner subject matter experts to document existing networks, hardware infrastructure and software, concepts of operation, and tactics, techniques and procedures used to share ISR information.
  • Provide executive secretariat support for management of the US BICES Advisory Council and other oversight requirements and ally or coalition supported enterprise functions required of the Director, ISR Architecture and PED (IPED) and other OUSD(I&S) seniors, as appropriate.
  • Serve as an integral interface to the CCMDs and Partner Nations for strategic and operational requirements planning and mission needs analysis.
  • Coordinate with CCMD J-Staff, DoD, IC, and Services/Agencies to facilitate US CCMD IT, BICES-X and other intelligence requirements, in order to formulate intelligence analytic support objectives, plans and capabilities.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.
  • Ability to work in confined areas.

Physical Demands:

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
  • Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:

  • 10-20% / Travel expected.

Requirements:

Basic Qualifications

  • Bachelor’s Degree.
  • Current, active TS/SCI security clearance.
  • Minimum of 5 years of SME experience working with intelligence information systems or architectures.
  • 1-2 years’ experience as a staff officer.
  • Expert proficiency level in Microsoft Office Excel, Word, Outlook, and PowerPoint.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.

Preferred Qualifications

  • Master’s Degree.
  • Level III Program Management DAWIA certification.
  • Experience with OUSD (I&S).
  • Experience working with the BICES Group Executive and supporting other defense senior councils and boards.
  • Military experience.
  • SME experience within the Battle Space awareness portfolio.
  • SME experience supporting the combatant commands, services, and the Intelligence Community.
