Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Contractors serving as Program Specialists will perform the following duties for J/GCJ:
  • Serve as a Junior Programming Officer who assists the other Programming Officer(s), the Grants Officer Representative(s), and the Grants Officer(s) (GOs) with program management and oversight.
  • Organize intra-departmental and interagency meetings.
  • Maintain files, including strategic documents, individual country work plans, program budgets, and assessment plans and reports.
  • Assist in preparing and administering program’s financial milestones throughout the grant and contract lifecycle, including pre-award, award, post-award, and closeout, to include Preparation of invoices and associated documents for the GO’s review and approval.
  • Participate in program review meetings and attend meetings that pertain to ongoing programs and new requirements, as required.
  • Coordinate efforts with the acquisition management office on grant-related issues.
  • Attending office, team, and program meetings, as required.
  • Travel to monitor programs, as required.
  • Serve as one of the office’s points of contact for grant-related vetting matters.
  • Utilize classified resources from the Bureau for Intelligence and Research (INR) and other offices to perform classified searches; analyze sources and content to help determine whether there has been a gross violation of human rights or other derogatory offense.
  • On-site presence required with situational telework if appropriate.

Requirements:

  • Bachelor’s degree; degree in International Relations, International Development Management, or Public Administration.
  • At least 1 year of work experience in related field
  • Highly organized/demonstrated administrative skills.
  • Strong analytical skills
  • Strong written and oral communications skills
  • Willingness to work as a team player in a fast-paced environment.
  • Understanding of quantitative and/or qualitative analysis for evaluation of programs; U.S. government, NGO, or international organization experience preferred
  • Some familiarity with human rights and democracy records of foreign governments; and an understanding of applicable international standards for human rights
  • Some familiarity with the principals, theories, and practices of international relations; and an ability to apply knowledge to assist in monitoring and executing GCJ programs to address mass atrocities, crimes against humanity, and genocide.
  • Some experience traveling internationally.
  • Experience working with: Current federal grant policies and regulatory agencies; and
  • Current federal budget policies and regulations.
  • Top Secret / SCI Clearance required.

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
