Houses of Parliament Restoration & Renewal
Job title:
Lead Delivery Sponsor
Company
Houses of Parliament Restoration & Renewal
Job description
Job Description:
Your extensive programme management and sponsorship experience gained working on major capital projects, has given you a proven ability to set up scope management and change control processes for an organisation and manage any changes against that scope. As a result, you’re ready to be part of not only one of the most technically challenging programmes you’ll ever work on, but also the largest building restoration project ever undertaken in the UK.
A truly unique building, the Palace of Westminster – a world famous icon of democracy – needs essential restoration and renewal to preserve it for future generations. Covering 34 acres, and the size of more than 1,000 houses, there are 1,100 rooms, 100 staircases, three miles of passageways, four floors and 65 different levels. We’re currently carrying out thousands of hours of complex building surveys and investigations in order to inform future decision making on the work that’s needed. We’ve already engaged teams of architects, engineers, project managers and contractors who will shape the future direction of the work. We’re now looking for a suitably qualified and experienced programme professional to be part of our structure for success.
As Lead Delivery Sponsor, we’ll look to you to support the Head of Programme Definition to work closely with the Client function and across the Delivery Authority (DA) to ensure that the programme’s remit is understood and ensuring quality, coordination and integration of delivery. Indeed, you’ll be responsible for ensuring the DA’s work is controlled, aligned and delivered in a consistent, transparent, and disciplined manner in order to achieve the objectives of the Programme. Day-to-day, you’ll provide the line of sight between the programme and the benefits of what is being delivered. You’ll also act as the broker between the delivery organisation and the client. The first port of call for the project team seeking to authorise major changes to scope or schedule, you’ll need to be visible and accessible and have the requisite authority, responsibility and skills to prepare and submit the necessary information to make some of the tough decisions that will affect the programme’s future.
To succeed, you’ll need proven programme management or sponsorship experience gained working on major capital programmes (think HS2, Crossrail etc.) and developing the execution planning of programmes and assurance of that work. You’ll also need to be used to dealing with project controls and managing large scale change and relationships between client and project teams. Comfortable operating autonomously, under pressure and with authority, you have excellent organisational and time management skills too. What’s more, you have an innate ability to bring people along a change journey and are prepared to stand up and be counted, challenging senior, and often complex, stakeholders. In short, you’re a stabilising presence in the programme definition function, have an agile and flexible approach to work and are used to working effectively and managing change in an unstructured and ever-changing environment.
