nical support on Legal and Juvenile Justice 

 

 

  • Technically support in the creation of technical supportive materials, in all aspects of the program on legal/judicial aspects (guidelines, manuals, adapted monitoring tools, awareness materials, etc) 
  • Ensure the legal monitoring of the policies and judicial procedures in Iraq.  
  • Participate / provision of inputs for the revision of laws / bylaws / procedural documents related to the juvenile/child protection laws in cooperation with other correspondent stakeholders. 
  • In collaboration with legal/judicial stakeholders, ensure the identification of needs and gaps regarding the implementation of juvenile justice policies/laws in Iraq in order to feed the strategic orientation of the A2J Programme. 
  • Identify and share information, research, best practices relevant to the field of work. 

 

Legal support on projects: 
  • According to the program strategic documents and work plans, advises and supports the field teams in the implementation and quality of all legal or judicial activities and all geographical locations. 
  • Develop legal-related need assessment with partners, stakeholders, families and children. 
  • Support in developing Access to Justice projects and proposals.  
Strategy & Policy:  
  • Contribute to the development of access to justice programme’s intervention strategies with the coordination and management team, in alignment with access to justice theory of change.  
  • Make sure that Tdh strategy and policy are implemented in his/her field.  
  • Refers to national and international policies in child rights, child protection and access to justice for children   
  • Is responsible to technically advise the delegation on legal aspects regarding access to justice for children and youth. 
  • Support the access to justice program in the revision of its strategic orientations at country and regional level.  
Capacity building, Advocacy and Awareness: 

 

 

  • Identify the training technical legal needs of Tdh staff, Tdh partners and the stakeholders and update them on a regular basis, based on the needs and the assessments conducted. 
  • Support the development of training curricula on legal protection/mediation/personal status law and/or family law proceedings.  
  • Facilitate and undertake training, and training of trainers in the areas of expertise as needed. 
  • Conduct as needed legal related awareness and advocacy actions.  
  • Attend and facilitate workshops as needed in the area of expertise 
Situation analysis, research, innovation: 

 

 

  • Design and conduct situation analysis on relevant topics in the area of expertise. 
  • Technically input research on the area of work the position involves.  
  • Compile and analyses the legal good practices and lessons learned.  
  • Internal coordination with other members of the A2J team and with other departments of the Iraq delegation and regional colleagues. 
  • Participate in the data analysis and reporting as related to the position (internal and to donors, proposal writing, etc…)  
Reporting: 

 

 

  • Provide monthly reports (Sitrep and PMP) on Tdh template about achievements and work plans including both qualitative and quantitative data. 
  • Share the reporting tools on a timely manner with line manager.  
  • Support technical reporting as related to her/his scope of tasks 
Child Safeguarding Policy- Safety and Security 

 

 

  • Commits to inform the Country Representative and/or the National Safeguarding Focal Point and/or the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the CSP. 
  • Respects Terre des hommes security procedures in Iraq.

Requirements

 

  • Mandatory university degree in law.
  • Accredited lawyer from the Iraq Bar Association.
  • At least 7 years’ experience in the field of legal protection/justice for children in Iraq.
  • Proficiency in both Arabic and English, with the ability to translate documents and communications as needed.
  • Advanced skills in MS Office, data management software (e.g., Excel, SPSS), project management tools, and data visualization platforms and facilitation skills will be an added.

 

Objectives

 

Objectives for the upcoming period should be completed on the Line Supervisor Evaluation Interview Form and in consultation with the functional leaders.
