Qualifications & Preferred Skills
KNOWLEDGE, SKILL AND EXPERIENCE
Required Education, training, license, registration, and/or Certification
- Bachelor’s degree in economics, Business Administration, Development Studies, Agriculture, Environmental Studies, or a related field.
- Master’s degree in a relevant discipline (e.g., Economic Development, Livelihoods, Sustainable Development) is strongly preferred.
- Additional certifications in livelihoods programming, business development, project management, or related technical areas are considered an asset.
Required Professional Experience
- Minimum of 4 years of progressively responsible experience in designing and implementing livelihoods, economic recovery, or reintegration programs, preferably in post-conflict or fragile contexts.
- Demonstrated experience in multi-track livelihoods programming, including vocational training, entrepreneurship development, and employment facilitation.
- Proven experience working with conflict-affected and vulnerable populations, including returnees, IDPs, youth, women, and persons with disabilities.
- Strong experience in market assessments, value chain analysis, and demand-driven programming.
- Experience in business development support, including business planning, coaching, and small enterprise support.
- Familiarity with donor-funded programming (UNDP, UN agencies, or INGOs), including compliance, reporting, and results-based management.
- Proven experience in capacity building, mentoring, and technical supervision of field teams and local stakeholders.
Required Language(s)
- Fluency in Arabic (spoken and written).
- Proficiency in English (spoken and written).
Required travel and/or work environment accommodations
- The position is based in Salah al-Din Governorate.
- Willingness and ability to travel frequently across target locations, including Tikrit, Baiji, Shirqat, Samarra, and Balad, as well as remote and rural areas.
- Ability to work effectively in a post-conflict, multicultural, and high-pressure environment.
- Flexibility to adapt to evolving project needs, operational challenges, and field realities.
Position’s physical requirements
- Ability to conduct field visits in rural/agricultural settings, which may involve walking on uneven terrain and exposure to outdoor conditions.
- No specific physical limitations, but reasonable accommodations will be made for qualified individuals with disabilities.
Preferred Experience, Knowledge and/or other Qualifications
- Demonstrated expertise in reintegration programming, stabilization, or social cohesion interventions in post-conflict settings.
- Experience in integrating livelihoods with MHPSS and community-based approaches.
- Knowledge of conflict-sensitive programming (Do No Harm) and inclusive development practices.
- Familiarity with private sector engagement and job placement mechanisms.
- Experience in designing and implementing vocational training programs and business support packages.
- Strong understanding of gender-sensitive and inclusive economic development approaches.
- Knowledge of climate-resilient and environmentally sustainable livelihoods is an asset.
- Experience in MEAL processes, including indicator development, data collection, and adaptive learning.
- Strong analytical, problem-solving, and decision-making skills with attention to quality and detail.
- Excellent communication, facilitation, and stakeholder engagement skills.
- Ability to work both independently and collaboratively within multidisciplinary and multicultural teams.
- Strong commitment to principles of accountability, integrity, social cohesion, and community empowerment.
