Introduction

The Parliamentary Maintenance Services Team (PMST), consists of approximately 115 in-house staff and many contractors who maintain the Parliamentary Estates (Commons & Lords) buildings, engineering systems and furnishings to ensure a fully functioning, safe working environment, equipped for the demands of the 21st century. And, what an estate it is. Consisting of buildings that range from the historic Palace of Westminster to the modern Portcullis House, it’s located within a UNESCO World Heritage site and spans four conservation areas.

PMST have direct interface with the other departments supporting the functions of both Houses, i.e. Security; Digital; Safety; Catering; Service Delivery and Strategic Estates (who provide project management to multi-million pound refurbishment and build projects).

The Central Maintenance Office (CMO) are responsible for managing all pre-planned maintenance (PPM) activities and associated repairs across the estate to ensure legal compliance and operational readiness of our buildings and equipment ranging from steam boilers to state-of-the-art fire alarm and security systems etc.

The Role

We have an exciting opportunity to join the team as we are looking for a Maintenance Technical Officer.

You will primarily manage areas of compliance related to mechanical assets including but not limited to Boilers , Air Handling Units, Fan Coil Units, Pressure Systems, and other planned maintenance including arranging any annual statutory surveyor inspections and arranging any subsequent repairs.

Some of the responsibilities for this role include:

  • Manage allocated PPM & associated reactive repair requests: using the CAFM system to ensure PMST strives to achieve the required Service Level.
  • Act in accordance with the H&S policy of the House and all applicable legislation/guidance.
  • Liaise with a range of stakeholders, to ensure that work activities are carried out without undue disruption to the Business of the House.
  • Ensure all works are carried out in compliance with House Financial & procurement regulations using the HAIS IT system as required to raise all finance orders etc.
  • Use a wide range of Microsoft IT packages to prepare reports and communicate with colleagues etc

Skills and Experience

Essential

  • ONC or equivalent in Mechanical or Building Services Engineering
  • Recent relevant experience of managing maintenance servicing works for multiple mechanical asset types via a PPM regime.

To be successful in this role you will also demonstrate:

  • Experience of successfully managing a wide variety of planned maintenance activities and monitoring service delivery/outcomes.
  • Understanding and experience of statutory compliance, safety hazards, and site/work-based inspections within a building services function and/or construction environment.
  • Excellent communication skills and a strong sense of initiative. The post holder must be able to operate and succeed within a complex environment where prioritisation will be essential.
  • Upon completion of the probationary period the postholder will be expected to competently use and interrogate the CAFM and BMS Systems.
  • Ability to work successfully within a team, whilst upholding the values of equality, diversity, and Inclusion.
