If you have stakeholder management, business relationship management, program/project management, road mapping, digital transformation, and delivery experience or familiar with business enablement and innovation, then check out this opportunity!AREA OF RESPONSIBILITY:Reporting to the Senior Manager, Portfolio, Architecture and Business Enablement, responsible for leading program management and staff within the Digital Enablement team. Oversees the strategy, implementation, and integration of digital platforms, automation tools, and emerging technologies that enhance service delivery and operational efficiency. Drives digital transformation initiatives to improve user experience, streamline business processes, and enable data-driven decision-making. Collaborates with stakeholders and Enterprise Architecture to create technology roadmaps that ensures technology solutions align with organizational goals and support the effective delivery of citizen-centric services.Program Management. Defines, establishes and manages the technology implementation program that supports the business plans of the affected business units, requiring the coordination of projects crossing department boundaries. Leads or assists in the definition of programs or projects, ensuring that the required documentation is provided consistent with solutions delivery requirements. Shares management accountability for the execution by project teams, providing assistance to Project Leaders. Manages across the portfolio and through a project’s full life cycle, from inception and business case to deployment and post-implementation review in accordance with the I.T. PMO (Project Management Office) framework. Develops project goals and objectives and continuously reviews project priorities, direction and progress. Responsible for measuring and evaluating program performance. Responsible managing the Digital Enablement portfolio.Program Administration. Implements a prioritized set of operational and project plans that collectively deliver what is required for the program. Responsible for developing program technology roadmaps/workplans to aid in overall I.T. planning. Coordinates scheduling, resourcing and budgeting consistent with the I.T. PMO framework. Oversees projects across departmental boundaries and reviews timelines of other corporate projects to avoid conflicts in terms of shared resources. Ensures project communication to project advisory teams, project sponsors and other stakeholders in collaboration with the Management Team in I.T.Staff Leadership. Provides leadership to Digital Enablement program I.T. staff, which includes I.T. project managers and other professionals, as they develop, implement, test, educate and deploy complete system solutions. Uses strong negotiation and relationship management skills to work with project teams to coordinate on projects that cross system and business boundaries. Co-ordinates and facilitates regular meetings and regular status updates. Assists in management of stakeholder relationships and in prioritizing competing demands. Responsible for the performance management of staff.Business partner support. Partners with the business and business-support teams to understand their needs and challenges and provide strategic technology leadership that drive business solutions. Investigates and evaluates alternative solutions, determine business impacts and technical support required. Prepares business cases and ensure acceptability of solutions to the end user and that they are compatible with the City’s enterprise architecture (i.e. Application, Data and Technology) and infrastructure standards and alignment with the overall IT Strategic and Service Plans.SELECTION CRITERIA:EDUCATION:

  • Post-secondary degree or diploma in Business and Information Systems, or equivalent

EXPERIENCE:

  • 5-7 years’ experience managing enterprise systems implementations, in a systems development and integration environment
  • 3 years direct management experience

OTHER SKILLS AND ASSETS:

  • Knowledge of web-based systems and the infrastructure
  • Knowledge of municipal government an asset, with a focus of Infrastructure Management, Planning Design and Development
  • Expert-level knowledge of I.T. with detailed knowledge of Internet technologies, I.T. development lifecycle methodologies and best practices (ITIL and COBiT preferred)
  • Certification in Project Management (PMI) an asset
  • Experience leading I.T. projects of medium to large complexity, including business transformations
  • Ability to communicate to diverse groups, work collaboratively and motivate and influence technical/professional staff, vendors and clients
  • Expert knowledge of Microsoft Project, Project Financial Tracking and MS Office suite
  • Excellent customer service skills along with a demonstrated commitment to service excellence, quality and timely communication
  • Strong conceptual, analytical, organizational and planning skills to resolve complex and diverse issues
