ZOA started working in Sudan in 2004 in response to the Darfur crisis. In 2010, programmes in the
East of the country were also opened. Currently, ZOA has four offices and a portfolio that varies from
humanitarian emergency to developmental projects. Main sectors are Integrated Emergency Relief,
Food Security and Livelihoods, Integrated Water Resources Management, Peacebuilding,
Inclusiveness for people living with disability, and Education. Adaptation to climate change,
migration, gender and conflict sensitivity issues are mainstreamed. ZOA Sudan has been leading large
scale consortia projects and is strongly embedded in the different project areas. Since the outbreak
of the conflict in April 2023, the Country office has moved to Gedaref, from where we support all
operations in both Darfur as well as the East of the country.
Your challenge:
- The responsibility of the Manager of Programme Quality (MPQ) is to ensure high quality programme
- design, implementation and monitoring and evaluation by providing line management with expertise
- and knowledge. In addition, the MPQ is responsible for the development of high quality project
- proposals for potential donors.
- Your main tasks and responsibilities
The Manager of Programme Quality has been assigned with responsibility and holds delegated
authority for:
Programme quality:
- Responsible for the quality and consistency of programme and project planning;
- Responsible for adherence to ZOA policy and compliance with ZOA, donor, national and
- international guidelines, policies and standards in the implementation of projects;
- Supports Director of Programmes (DoP) and Programme Managers (PGMs) on the
- development of the Country Strategy and Annual Plan;
- Ensures integration of ZOA strategic priorities, including gender, diversity and inclusion,
- climate resilience and Peace nexus, into program design;
- Coordination and exchange with other organizations, relevant authorities, donors and
- other key stakeholders;
- Ensures mainstreaming of protection and conflict sensitive project design and implementation.
Grant Management:
- Contributes to the development of high quality project proposals and monitors
- consistency between donor proposals and Country Strategy;
- Leads the pre-award grant management process (Research, proposal development and
- submission);
- Contributes to the development and on-time, high quality submission of donor reports
- and evaluations;
- Supports the DoP and PGMs in the writing of the internal quarterly reports and annual review.
Monitoring Evaluation, Accountability and Learning (MEAL):
- Supports capacity building of the team on relevant topics such as MEAL and strategic
- priorities;
- Develops, implements and maintains monitoring, evaluation and learning (MEAL) tools,
- including the use of standardized indicators;
- Development of beneficiary accountability systems and tools throughout the programme;
- Knowledge management
- Responsible for the development of knowledge management at country level and
- contributing to organisation-wide knowledge management and internal learning;
- Leads the development of innovative project proposals.
- Leadership and management
- Is member of the Country Management Team;
- Provides leadership to the Programme Quality and MEAL team;
- Supervises and periodically appraises the performance of staff reporting to the Manager of Programme Quality.
Authority:
- The Manager of Programme Quality is authorized and accountable within the framework and
limits defined in:
- The ‘Declaration of Authorization’ signed by the Country Director.
- The ZOA Country Management Charter;
- The agreed Country Strategy and Annual Plan;
- The projects as approved by the donors;
- ZOA’s quality management system.
- The Manager of Programme Quality is accountable to the Director of Programmes.
Your profile:
Identity:
- The candidate is expected to fully support the vision, mission and Christian values of ZOA.
Knowledge & experience:
- University degree in a humanitarian, development or other relevant field;
- At least three years field experience in a fragile context, experience working in Sudan or
- the region is considered an additional qualification;
- Professional command of English;
- Expertise in one of ZOA’s sectors (WASH, FSL, Shelter/NFI, Peacebuilding, Cash and
Voucher Assistance);
- Expertise in one of ZOA’s strategic priorities (climate resilience, gender, diversity and
- inclusion, peace nexus, localization);
- Previous management experience is preferred;

Special conditions:
- Up to 25% may be required for travel in country.
- This is non-family duty station.
- Gedaref duty station has R&R arrangements included.
