Our S&T Laboratory Operations Branch is looking for a Manager, S&T Laboratory Operations!INTRO
The Manager of S&T Laboratory Operations reports to the Director of S&T Facilities Operations Division in the Science and Technology Mission. The Manager, S&T Laboratory Operations works with the S&T Heads of Directorates to enable their program of work through management of the laboratory’s annual operations budgets including reporting on laboratory usage and recovery. The S&T Laboratory Operations Branch supports the cross functional activities such as small projects, the Code Centre, laboratory maintenance and improvement initiatives. The Branch also works closely with the Designated Representatives of the Licensee (DROL) for the Classed A, B and C Radioisotope Laboratories.What will you be doing!
Functions and responsibilities include but are not limited to the following:

  • Control Account Manager/Project Manager

o S&T Laboratories Operations and Maintenance Budget: As the Control Account Manager (CAM)/Program Manager (PM) they are responsible for developing Annual Program of Work and Budget for the laboratories including identifying budget and key milestones for the Fiscal Year. The CAM/PM is responsible for completed Monthly Progress Reports and tracking laboratory usage and recovery.
o S&T Ageing Management and Emergent Breakdowns: As the Control Account Manager (CAM)/Program Manager (PM) they are responsible for developing Annual Program of Work and Budget including identifying budget and key milestones for the Fiscal Year. The CAM/PM is responsible for completed Monthly Progress Reports. Note this funding is available until the end of the 10-year GOCO Contract.
o S&T Capital Equipment: As the Control Account Manager (CAM)/Program Manager (PM) they are responsible for developing Request for Sanctioning documents for all S&T Equipment requests funded by the Capital program. This includes preparation basis of estimates, schedules, and monthly reporting. Note this funding is available until the end of the 10-year GOCO Contract.

  • Safety and Compliance

o Augmenting efforts to achieve a consistent approach to safety and regulatory compliance across the S&T Mission, including supporting the DROL in communications with the CNSC, supporting the laboratories in CNSC Inspections, and authoring relevant portions of the Annual Compliance Monitoring Report.
o Providing guidance / assistance to S&T Mission in effective implementation of the functional support programs and monitor compliance to those programs through development of the Integrated Self-Assessment Plan.
o Providing guidance / assistance to S&T Mission in safety reviews of high hazard projects via the Laboratory Safety Oversight Committee (LSOC).
o Identifying gaps and opportunities for improvement within the laboratories or their application of the Management System Manual requirements

  • Supervisory

o Supervise and lead a small team of technical, project, and administrative staff to achieve departmental objectives and milestones.
o Maintaining a skilled, effective, and motivated workforce through training plans, career & professional development, and annual performance assessments.
o Supervise a team of Laboratory Coordinators to support safe Laboratory Operations within the boundaries of their Operating Envelopes.

  • Other duties as assigned by your manager.

What we are looking for :

  • University Degree in Science or Engineering or a college degree with a minimum of 5-10 years of Facility or Laboratory Operations experience in a nuclear environment.
  • Strong leadership skills, able to provide vision and establish a strong program.
  • Strong problem solving and analytical skills.
  • Strong Organizational skills.
  • Strong relationship building skills demonstrating effective verbal and written communications.
  • A good working knowledge of computer software systems including the suite or Microsoft office, and other systems used by CNL to manage the business.
  • Broad experience and knowledge of the nuclear industry is required.
  • Knowledge of CNL is highly preferred.

Security clearance eligibility required: Level 2 Secret with Site Access Security Clearance (SASC), which has a minimum requirement of 7 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom . CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s “Standard on Security Screening” and the “Policy on Government Security.”Working Conditions :
Physical and Sensory Demands:

  • Extent of duties sometimes requires extra hours.
  • Frequently called upon to provide information, make presentations on short notice, to both internal and external groups.
  • Work is primarily office based with visits to the CNL’s S&T Laboratories. There are no unusual hazards in the workplace for this position.
  • Travel may be required.
