Reporting to the Director, Corporate Security, the Manager, Whiteshell (WL) Security Department, Emergency Services Operations (ESO) is responsible for providing security program management and technical support for the ESO Security Department. This individual operates within both a regulatory and a business framework, meeting both Canadian Nuclear Safety Commission (CNSC) and Canadian Nuclear Laboratories (CNL) objectives and standards. The Manager, WL Security Department ensures the safeguard of personnel, property and special nuclear materials at CNL-WL.

What will you be doing?
FUNCTION 1:
Implementation of Security Program Requirements at Whiteshell Laboratories
- Coordinating the review and approving of WL Security Management System document, plans, procedures and work instructions for implementation to ensure compliance with all regulatory requirements.
- Conducting reviews of various WL project plans, Management System and line level documents to ensure security compliance requirements are met.
- Coordinate the installation, preventative maintenance and repair of WL security communication, detection and assessment systems in collaboration with security maintenance technician staff.
- Conducting routine security self-assessments of various program areas to identify gaps and develop plans to ensure corrective action is taken to address deficiencies and to ensure Canadian Nuclear Safety Commission (CNSC) regulatory requirements are met.
FUNCTION 2:
Oversight of Security Operations and Training at Whiteshell Laboratories
- In coordination with the WL Security Operations Manager, ensure that minimum security staffing requirements are met on a continuous basis, in line with regulatory and CNL requirements.
- Maintain and provide oversight on the implementation of the WL tactical response plan, to include revisions to the plan, agreements with off-site response forces and the conduct of routine drills and exercises to ensure an effective security intervention can be made at WL.
- Review security training plans to ensure that all required training is planned in accordance with regulatory requirements, and that all training documentation is appropriately completed and logged in accordance with CNLs Management System.
- Provide oversight to the procurement, issue and maintenance of all security equipment, including special equipment, to ensure that effective lifecycle management practices have been implemented.
FUNCTION 3:
Coordinate and participate in CNSC regulatory inspections, performance testing exercises or technical meetings
- Act as a resource to the CNL Investigator to support investigations as required.
- Advances personal knowledge of Security Management through ongoing training and certification.

- Coordinate and implement contingency plans, as appropriate.
- Must be able to communicate effectively both verbally and in writing.
- Ability to work effectively in a dynamic and changing work environment.
- Willing to travel on an as required basis and be willing to remain on-duty during an emergency.
- Ability to obtain and maintain a Secret – Level 2 Security Clearance.
Experience:
- 10+ years of progressive experience in a business or security/police related discipline with a demonstrated ability to coordinate and supervise employees performing similar technical work.
- Work experience in the CNL formal document review and approval process or similar demonstrated experience developing and maintaining organizational security documentation is required.
- Investigative training and/or pertinent auditing experience is considered as asset.
Education:
- Post-secondary diploma with concentrated studies in a business or security/police related discipline or equivalent in knowledge and related experience.
- Professional certifications such as CPP or CNSP is considered an asset.
Security Eligibility Requirement:
· Site Access Security Clearance (SASC) with Level 2 which has a minimum requirement of seven (7) years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat “Standard on Security Screening” and the “Policy on Government Security”.
Working Conditions:
The position requires work to be conducted in an office setting, with some activities requiring attendance outdoors and in any requisite safety gear (e.g. hard hat, goggles, safety shoes etc.).
