Position description

Under the supervision of the deputy general coordinator, in coordination with technical coordinators, field coordinators and relevant HQ desks and implementing partners’ staff and field teams, the MEAL coordinator is responsible of the development of MEAL framework and implementation of MEAL strategies, tools and standards needed to advance MdM actions’ effectiveness, quality and accountability.

More specifically, your main responsibilities are the following:

Support the design and implementation of country MEAL framework systems & advance MEAL capacities:

  • Implement, manage and guarantee the technical means to overlook the quality of the implemented activities, the achievement of the pre-set goals, and to suggest adjustments or development
  • Oversee data collection, progress tracking against activities, analysis and reporting on performance indicators
  • Influence the adoption by the team of a learning and evidence-based approach to enhance the quality of the activities
  • Provide training mandates, organise learning workshops and develop capacity building plans for MdM staff and partner teams in data collection, analysis, FCRM and accountability
  • Lead the MEAL program evaluation plan for all MdM projects in Palestine mission
  • Lead the set-up of SMART indicators at project conception stage and develop the right M&E system to follow each indicator to meet results, while conducting regular data quality assessment
  • Lead and coordinate the design, implementation and data analysis of needs’ assessments and research, and to the drafting of assessments and donor reports

Quality internal and external reporting:

  • Support desk officers/program managers in drafting evidence-based project proposals and leading SMART indicator design
  • Support the teams in the submission of reports for donors, consortiums, HQ, etc.
  • Develop content and process for lessons learnt and project reviews incorporating Core Humanitarian Standards
  • In charge of performance reports required by local authorities
  • Ensure that the communication and visibility activities are compliant with donor rules

Safeguarding:

  • Develop and oversee Accountability to Affected Population activities, including FCRM in coordination with field teams and consortium counterparts, for community consultation at different times of the project life-cycle
  • Ensure adequate mechanisms are in place to ensure safeguarding of beneficiaries, MdM staff and partners
  • Support in investigations regarding breaches of policy if directed by general coordinator or considered relevant
  • Consolidate the FCRM reports, develop analysis and produce recommendations

Departmental development and management:

  • Manage, coach and lead the MEAL team ensuring close coordination with implementing partner’s/chapters
  • Ensure the department strategy has sufficient departmental development envisaged with human resources to operate efficiently whilst advocating sound opportunities for growth in collaboration with SMT
  • Foster strong collaborative working relationships internally and externally with partners, MdM Network and desk officers

MdM monitoring tool Monitool:

  • Ensure that the Monitool is active, compiled and modified upon needs, and that the allocated roles and responsibilities are pre-defined are respected

Follow the advancement of the different indicators in the Monitool and ensure the analysis of datas

 

Qualifications

  • Bachelor’s degree in social sciences, economics, international development, evaluation research, statistics, or a related field and a training in project management
  • At least 4 years of experience in designing, managing and implementing results-based M&E activities for NGOs, preferably on emergency programs and/or health programs
  • At least 3 years of experience analyzing quantitative and qualitative data
  • Knowledge of reporting procedures, best practices, guidelines and tools for monitoring and evaluation, including impact evaluation
  • At least 3 years of field-based experience; Middle East experience is an advantage
  • Strong problem solving and organisational skills in day to day crisis situations
  • Ability to plan, organise and prioritise
  • Languages: English is mandatory (both written and oral). Knowledge of Arabic and/or French is an asset
