Sunrise Organization for Civil Society Development (Sunrise NGO) is a humanitarian, non-governmental, non-profit, non-political, and impartial organization established in 2015. The organization emerged from a volunteer-led response to urgent humanitarian needs following the Yazidi genocide in Sinjar on 3 August 2014 and the wider conflict in Iraq.

Sunrise NGO is officially registered in the Kurdistan Region of Iraq (2015), Iraq (2017), and the Netherlands (2025), and operates across Nineveh Governorate, particularly in Sinjar (Shingal) and Ba’aj districts. The organization supports conflict-affected and vulnerable communities and promotes safe, inclusive, and sustainable communities for all, regardless of religion, gender, age, disability, or ethnic background.

Sunrise implements programs in education, women and child protection, livelihoods and economic development, peacebuilding, and social cohesion. Its work is guided by the humanitarian principles of humanity, neutrality, independence, impartiality, transparency, accountability, and do no harm.

Position Information

1. Position Summary

The MEAL Data Analyst supports the design, implementation, and continuous improvement of Sunrise NGO’s Monitoring, Evaluation, Accountability, and Learning (MEAL) systems, with a particular focus on livelihood projects in Sinjar and Ba’aj. The position is responsible for establishing reliable data systems; supporting field data collection; cleaning, managing, analyzing, and visualizing project data; and translating findings into practical recommendations for project teams and management.

The role works closely with project teams, field staff, partners, beneficiaries, and relevant internal departments to ensure that project performance is measured accurately, donor requirements are met, beneficiary feedback informs decision-making, and learning is documented and applied.

2. Key Responsibilities

2.1 MEAL System Design and Planning

• Contribute to the development and regular updating of MEAL plans, logical frameworks, indicator tracking tools, data-flow processes, and reporting templates.
• Design practical data-collection methodologies and tools aligned with project indicators, work plans, and donor requirements.
• Support project design and planning by contributing baseline information, indicator definitions, targets, data sources, and verification methods.
• Work with technical and project teams to ensure that livelihood outcomes, outputs, and cross-cutting commitments are measurable and clearly documented.

2.2 Data Collection and Management

• Develop, maintain, and securely manage databases for project indicators, activities, participants, and beneficiary information.
• Design and deploy digital data-collection forms using platforms such as KoBoToolbox or ODK and support appropriate paper-based tools when required.
• Coordinate field data-collection processes and ensure timely, complete, and accurate submission of data from all project locations.
• Clean, code, organize, merge, and archive datasets while maintaining version control, confidentiality, and clear documentation.
• Develop efficient and, where appropriate, automated processes for data entry, cleaning, analysis, and routine reporting.

2.3 Data Quality, Protection, and Compliance

• Develop and apply data-quality assurance mechanisms covering accuracy, completeness, consistency, timeliness, validity, and integrity.
• Conduct routine data verification, validation, spot checks, and data-quality assessments; document findings and follow up on corrective actions.
• Ensure that data practices comply with donor requirements, Sunrise NGO policies, informed-consent standards, confidentiality obligations, and applicable data-protection principles.
• Promote responsible data sharing and secure storage, with appropriate access controls for sensitive and personally identifiable information.
• Train and coach staff on data ethics, informed consent, confidentiality, data protection, and responsible data management.

2.4 Data Analysis, Visualization, and Reporting

• Conduct descriptive and, where appropriate, inferential analysis of quantitative and qualitative project data to identify results, trends, gaps, and emerging risks.
• Develop clear dashboards, indicator trackers, visualizations, and performance summaries for project teams and management.
• Prepare accurate and timely weekly, monthly, quarterly, annual, and ad hoc data products and reports for internal and external use.
• Translate analysis into concise findings and actionable recommendations that support adaptive project management and evidence-based decision-making.
• Analyze beneficiary feedback, complaints, and satisfaction information and ensure relevant findings are referred, tracked, and incorporated into program improvement.

2.5 Monitoring, Evaluation, Accountability, and Learning

• Support baseline studies, market and needs assessments, post-distribution monitoring, outcome monitoring, mid-term reviews, end-line evaluations, and post-implementation assessments.
• Support external evaluators, auditors, and donor monitoring visits by preparing verified datasets, supporting evidence, and required documentation.
• Monitor project progress against indicators, targets, work plans, and expected livelihood outcomes, and promptly flag significant performance concerns.
• Document lessons learned, good practices, success stories, and recommendations, and support their dissemination through reports, presentations, and learning events.
• Support accessible and confidential accountability mechanisms and help ensure that beneficiary feedback is closed out appropriately and on time.

2.6 Capacity Building and Cross-Functional Support

• Train and provide ongoing technical support to project staff and partners on MEAL tools, indicator definitions, digital data collection, reporting templates, and data-quality standards.
• Work with project, finance, procurement, communications, and information-technology colleagues to strengthen the use of evidence across program delivery.
• Participate in project review meetings, present key findings, and support teams in agreeing and tracking corrective actions.
• Contribute relevant data, results, and analysis to donor proposals, concept notes, reports, and organizational planning.
• Remain current on good practice in MEAL, livelihood measurement, data analytics, visualization, evaluation, and responsible data management.

3. Required Qualifications

3.1 Education

• Bachelor’s degree in Statistics, Data Science, Economics, Information Management, Monitoring and Evaluation, Development Studies, Social Sciences, or another relevant field.

3.2 Experience

• At least two years of relevant professional experience supporting MEAL, monitoring and evaluation, data management, or data analysis for livelihood projects.
• Experience collecting and analyzing field data in Sinjar, Ba’aj, Nineveh.

3.3 Technical Skills

• Strong practical skills in data cleaning, quality assurance, analysis, interpretation, visualization, and reporting.
• Advanced proficiency in Microsoft Excel; practical experience with KoBoToolbox, or similar digital data-collection platforms.
• Experience with dashboard or visualization tools
• Ability to develop clear indicators, databases, trackers, questionnaires, reporting templates, and data-quality tools.
• Strong written reporting, presentation, communication, training, and problem-solving skills.
• Ability to manage multiple priorities, meet deadlines, work accurately with limited supervision, and travel between Sinjar and Ba’aj as required.

4. Compensation, Benefits, and Work Environment

Salary: The MEAL Data Analyst will receive a monthly net salary ranging from IQD 1,450,000 to IQD 1,550,000, in line with Sunrise NGO’s internal salary scale and applicable procedures.
