Job Title: MHPSS Field Officer

Level: B2

Duty Station: Iraq – Baghdad Office

Reports to: Project Manager    

Duration of Contract: 9 Month fixed-term contract.

Objective:

The MHPSS Field Officer designs and implements mental health related activities within the scope of the component 2 and 3 of the Forensic Multi-Year Multi-Partner project dedicated developing in country sustainable formal education and or continuous education opportunities and contributing to the organization capacity development of the main medicolegal agencies. The MHPSS Field Officer supports in collecting data about the possible MHPSs intervention, networking with academic circle, and provides support to the MHPSS consultant during designing training material and curriculum as per the Multi-Year Multi-Partner scope.

 

Key Responsibilities: 

  • Implements MHPSS programs within the scope of Multi-Year Multi-Partner project.
  • Assists the MHPSS Consultant/Delegate and/or the MHPSS PM in designing and planning the MHPSS activities.
  • Trains different professionals identified during the implementation phase of the program, and/or external actors.
  • Conducts MHPSS assessments, analysis, and monitoring withing the 2 and 3 elements of the Multi-Year Multi-Partner.
  • Provide language/cultural assistance to the MHPSS consultant and Multi-Year Multi-Partner project manager during the implementation of the program.
  • Complying with ICRC standards, sets up culturally and context-appropriate monitoring and evaluation tools, and ensures regular data collection and reporting.
  • Identifies gaps in the competencies and training needs of the Medico Legal Department and Martyrs Foundation
  • Supports the trainees, prepares curriculum and training material, translation of materials.
  • Attends Mental Health cluster meetings and any other meetings required to inform, coordinate, collaborate, or promote ICRC MHPSS activities.
  • Maintains an accurate contact list of interlocutors and updated mapping table.
  • Develops and maintains contacts with academia and other focal points involved in the Multi-Year Multi-Partner project.
  • Creates and maintains direct links with MHPSS program beneficiaries, focal points and ensure proper flow of information.
  • Maintains regular communication with the MHPSS consultant and with the MHPSS programme Manager, and the Multi-Year Multi-Partner team, providing data, reports, and relevant program updates.
  • Conduct mappings, analysis of gaps, and provides support to the MYPM team in compiling curriculum and training agenda.
  • Supports the MHPSS Consultant/ Health Program Manager with translation when needed.
  • Ensure reports and Minutes of meeting of the MYPM are provided timely.
  • Attends and participates in MYPM activities and coordination meetings.
  • Provides support to other MHPSS programs (Accompaniment program) when necessary.
  • Attends general MHPSS meetings, provides Multi-Year Multi-Partner updates, monthly and weekly reports.
  • Joins Field Trips for gaining better understanding of the needs of the families of the missing and the ICRC Accompaniment program implementation phase.

 

SCOPE & Impact:

  • Participates in financial monitoring of the costs involved in the project supported.
  • Geographic remit: local/ facility to national.
  • Might lay counsellors/social workers (Medico Legal Department /Academica/Martyrs foundation).
  • Writes regular reports for the supervisor and other departments (minutes of meetings, field trip reports, etc.)
  • Applies the validated clinical tools to monitor the impact of the services provided.

Qualifications & Preferred Skills

Education and Professional Experience required:

  • University degree in Psychology, Medicine, Social Worker.
  • 3 to 5 years of overall professional experience with a minimum 2 years of experience in MHPSS programs.
  • Good connections with local health authorities or groups of interest for the ICRC.
  • Experience in training, capacity building of community, and clinical supervision.
  • Strong sense of responsibility and adaptability, able to work overtime when needed.
  • Flexibility and ability to work independently and in a proactive way.
  • Highly developed analytical, planning, writing, communication and organizing skills.
  • Fluent command of English and Arabic required.
  • Clinical license to practice in his/her own country (if applicable).
  • Computer proficiency (Microsoft Office experience).
