What we are looking for

NRC is looking for a Monitoring & Evaluation Manager to join the Afghanistan mission. The role holder will be responsible for the strategic direction and quality assurance of monitoring and evaluation in the Afghanistan Country Office. He/she will design and implement the strategy, policies and procedures, and the budget for monitoring and evaluation; as well as generate evidence and learning to feed into programming and decision-making. The role holder will maintain the current and newly revised M&E system, respectful of the consultative process and training invested in setting up the system over the past years, providing support to both M&E and wider programme teams.

What you will do

  • Strategic Leadership (development and review of monitoring, evaluation, and learning Country Office and core competency strategies, development of monitoring and evaluation policies and procedures).
  • Technical Quality (ensure quality and coordination of monitoring and evaluation systems, provision of technical support, and capacity building).
  • Project Cycle Management (planning and quality control of all monitoring and evaluation activities throughout the cycle, contribute to projects).
  • Learning (ensuring learning is institutionalised, use data and supporting programme to interpret and use for strategic and programme decision making, and contributing to the development, learning, and adaptation of a multi-year programme strategies).
  • Information Management & Innovation.

What you will bring

  • Monitoring, evaluation, and research experience, for large-to-mid-scale international projects or programmes.
  • Advanced degree in Economics, Research Methods, Social Sciences, or a related field**.**
  • Programme evaluation methodologies and approaches technical competency and experience.
  • Qualitative and quantitative data analysis expertise.
  • English fluency, both written and verbal.

What we offer

  • Kabul, Afghanistan duty station.
  • 12-months contract duration (renewable).
  • 30% travel, approximately.
