The Monitoring, Evaluation and Learning (MEL) Specialist is one of the key positions of the EGHS project. Reporting to the Project Director and working closely with the project’s team, the MEL Specialist leads the Activity team in ensuring a culture of quality data collection, learning, and adaptation. They will lead development of the full project Activity Monitoring Evaluation and Learning Plan (AMELP) including learning goals on key questions and implement the plan upon approval from the donor. The MEL Specialist will provide the required technical guidance around the issues, challenges, and strategies for improving access to quality affecting the project. In addition, they will support technical requirements in areas of project design, business development and quality assurance. The MEL Specialist implements and monitors strategic and technical initiatives. and provides technical guidance around the issues, challenges, and strategies for improving access-to-quality affecting the project. Working closely with project and Headquarter (HQ) teams, the MEL Specialist support projects by evaluating programmatic effectiveness, overseeing technical aspects, and providing technical assessment reports.This position is contingent on the award of the project to FHI 360 and availability of fundsAccountabilitiesDesigns and leads the implementation of the projects EGHS Monitoring and Evaluation Plan, including any revisions needed over the life of the project (LOP).Leads and supports the design of MEL processes and tools (such as pre- and post- tests, focus group interview protocols, community survey tools, and baseline, mid-term, and end-line survey instruments) and establishes processes that promote effective data utilizationSupports technical MEL aspects of projects including staff and partner capacity building, project design, business development, operations management and program reporting.Monitors and maintains project protocols, instruments, data sets, manuals, training materials and reports related to technical area of expertise.Works closely with the team to ensure project implementation for MEL components remains technically sound and adheres to company strategy and standard operating procedures (SOP’s).Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, and procedures.Conducts analysis of project implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.Assists with the implementation of research studies by providing technical support and overall management to ensure coordination and field-level implementation.Provides mentorship and team building at the task level.Collaborates with the research and evaluation team to interpret data sets and other assessment findings.Provides technical support in the development and dissemination of tools, materials, reports, papers, and intervention for research projects.Work with the technical team on creating MEL technical portion of the project plan, within the given resources and financial constrains .Assists with implementing components of the MEL technical portions of the project planParticipate in client / funder meetings and draft reports / presentations.EducationMaster’s Degree or its International Equivalent in Health, Research, Technology and or a Related Field. Project Management (PM) Certification preferred.Experience and SkillsMinimum 6+ years of relevant experience managing data collection and technical assistance experience.Prior work experience in a non-governmental organization (NGO), government agency, or private organization.International or Domestic (US) Program Development or Program management experience preferred.Experience managing and executing monitoring and evaluation activities for donor-funded programs, including experience monitoring and evaluating policy reform and/or capacity development activities.In-depth knowledge of health-related MEL concepts, practices, and procedures with providing technical support for research studies.Demonstrated abilities in qualitative and quantitative M&E methodologies appropriate to system-level change processes.Must be able to read, write and speak fluent English and be articulate, professional, and able to communicate in a clear, positive manner with stakeholders and staff.Typical Physical DemandsTypical office environment.Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.Ability to sit and stand for extended periods of time.Ability to lift/move up to 5 lbsTechnology to be UsedPersonal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipmentTravel RequirementsUp to 25%The expected US Based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.US Based Hiring Salary Range: $87,000 – $111,000International hiring ranges will differ based on location.This job posting summarizes the main duties of the job.
