ABOUT US

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

ABOUT THE MISSION

SI is currently mainly operating in Rakhine and in Kachin States with outreach emergency capacities through its local partners in Chin, Sagaing and Magway States. The operations are supported by the Coordination team based in Yangon.

While continuing to support the vulnerable communities suffering from a long-term protracted crisis, SI is also developing a stronger and more responsive Emergency component, either directly or through local partners, to tackle the growing needs spreading across the country.

In November 2022, 12 international staff and 310 national staff are working with SI Myanmar to implement projects focusing on Wash, FSL and Emergency response. Projects are ranging from immediate life-saving response (Water Scarcity in Rakhine, rehabilitation, Operation and maintenance of sanitation facilities, desludging and sludge treatment, water supply facilities, Emergency response to new displacements etc.) to the search for more sustainable solutions to protracted crisis (handover to communities and local organizations, capacity-building, community empowerment etc.).

SI’s main donors are FCDO, ECHO, CIAA, CDCS and UN agencies.

ABOUT THE JOB

The WATSAN Program Manager (PM) main objective will be responsible for implementing and achieving the objectives defined in the operation proposals; to oversee operational teams assigned to the program; to guaranty the good performance and the quality of the program(s) implemented, and, where appropriate, proposes adjustments or developments to ensure relevance in addition to capacitate the team according to the needs. (S)he can be asked to support the implementation of WASH emergency activities in his/her areas of intervention in Rakhine State.

General objective:

The WATSAN Program Manager (PM) is responsible for the overall management of all projects implemented in his/her areas of intervention, this includes : project proposal writing, reporting, budget management and follow up, logistics follow up and indicator’s tracking.
S/he is also responsible for HR management which includes recruitment of key staff, setting up of objectives for each staff under his/her responsibilities and ensuring staff are well managed and supported to ensure qualitative work is done on the field, capacity building of staff members under his/her direct line management and oversee the training and capacity building of the team as a whole.
Finally the WATSAN Program Manager (PM) is expected to represent SI in various external fora in Sittwe such as the WASH cluster, providing technical inputs and strategic views.

The main challenges:

Entry in the country is limited for expatriates, the position has to be considered as remote position until further notice.
Access: Travel Authorization (TA) is needed every month in order to acces the camps, expatriate cannot apply for TA since august 2023. The TA is not granted every months, thus remote working and supervision apply.

Priorities for the 2/3 first months:

Master the various ongoing projects under his/her direct responsability and ensure teams are implementing as per workplan and SI quality standard. comply with SI rules and regulations, including CEC, HR, logistics and financial processes
Get familiar with all team members and create a positive working environmenent in the team to ensure qualitative implementation of projects
Closely follow up budget and procurement of each projects to avoir under/over spending and ensure teams have the necessary tools/materials to implement activities
Set up a capacity building plan for key staff

YOUR PROFILE

Education / academic background:

At least 5 years of experiment in the humanitarian sector, and 3-4 years on a similar position.

Specific skills and experience:

Water and/or sanitation technical background
strong skils in BOQ and design review
Experience in community mobilization/engagement, dialogue with community
Autonomy
Good analytical skills and force of proposal
Coordination with Community Mobilization – Hygiene Promotion departement

Language:

English (fluent – mandatory)
Burmese (strong asset)

SI WILL OFFER YOU

A salaried position:
According to experience, starting from EUR 2 310 gross per month (2 100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 500.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Individual, comfortable room in the guesthouse, with electricity 24/7.
Internet and Phone network available
Restaurants and international food are available

Living conditions in SITTWE are very good with an easy access to a wide range of restaurants, cafes…

Security risks are low, and restrictions are very limited.

However, when going on the field bases, living conditions are more basic, with fewer opportunities for socialization, as well as some individual movements’ restrictions. Security levels vary according to the different geographical locations and changes of context.
