description of the Assignment:
Under the overall supervision of the Team Leader, Inclusive Growth Unit, UNDP Lao PDR and Team Leader, UNDP-India in collaboration with the Department of Planning and Finance, Ministry of Health, the consultant is expected to provide support in the following areas:
Programme Planning and Implementation:
• Planning and execution of all activities related LaoWin pilot and roll-out in Laos PDR in the assigned districts/provinces with close coordination with the direct supervisor and officials of Ministry of Health of Laos PDR and Indian technical experts;
• Support deployment of LaoWin in pilot cities, coordinating with provincial health officials, UNDP Laos, and Indian technical experts
• Support in planning and implementation of other digital health interventions envisaged under the project.
• Field visits for cold chain monitoring and hands-on support to Cold Chain Handlers or equivalent at Provincial Vaccine Stores and health facility cold chain points, enhancing timely stock entries, online visibility, and temperature performance of equipment.
Technical assistance:
Technical support to Provincial Health Officers (PHOs) or equivalent in all supply chain and cold chain management activities across pilot cities. This includes, but is not limited to:
• Stock forecasting for temperature-sensitive commodities
• Support pilot facilities for Indent generation
• Support in Storage and distribution planning for commodities, supplies, and cold chain equipment (CCE)
• Technical support to PHOs in organizing review meetings for the digital platform.
• Daily review of online data entry for all commodity transactions, ensuring regular and timely updates by cold chain handlers.
• Assist cold chain handlers with platform entries for all transactions.
• Regular analysis of consumption patterns, wastage rates, and monthly reports.
• Monitor cold chain performance via remote temperature loggers, ensuring prompt response to temperature excursions across pilot sites.
• Collaborate closely with national, provincial, district and and facility-level health officials.
• Prepare periodic status reports, annual reports, and case studies in a qualitative, timely manner.
• Provide inputs on the pilot implementation report and scale up requirements. Support the MoH and UNDP Lao PDR team with technical inputs to draft the final scaling up report for LaoWIN, in coordination with UNDP India Country Office.
• Access LaoWIN admin module to perform basic configuration like updating metadata, addition of new users/stores/materials etc, in coordination with the software service provider.
• Access LaoWIN admin module to monitor reports to ensure high adherence rate and data quality.
Capacity Building of Cold Chain Handlers:
• Support national and provincial health officials in conducting training sessions for Cold Chain Handlers (CCH) or equivalent, including planning refresher trainings and onboarding for newly recruited staff.
• Provide supportive supervision to CCH or equivalent on effective supply chain logistics and cold chain management, covering temperature recording and proper handling procedures.
• Identify capacity-building needs for the Laos PDR adapted LaoWIN digital platform and deliver training activities at provincial and facility levels for health professionals and field staff; facilitate learning exchanges.
Vaccine Temperature Management:
• Ensure installation and proper functioning of Temperature loggers in collaboration with focal points from MoH Lao PDR (DPF).
• Daily Temperature monitoring of Cold Chain Equipment through Temperature logger using LaoWIN
• Carry out ongoing maintenance of Assets as guided by technical team.
Admin and HR
• Submit monthly workplan and budget plan if required, and monthly activity report.
• Prepare Travel logs and vouchers.
Period of assignment/services: 60 working days
