                                                         TERMS OF REFERENCE

UNICEF continues its strategic collaboration with the Government of Bangladesh to advance the National Social Security Strategy (NSS), focusing on social protection for children under 5 years of age through its support to implement and scale up the cash plus component of the Mother and Child Benefit Programme (MCBP) of the Ministry of Women and Children Affairs (MOWCA). The MCBP aims to integrate cash assistance with essential services for children aged 0–4, through coordinated efforts with ministries such as Health and Local Government. Currently MCBP is covering over 17 million pregnant mothers and children form. UNICEF has been supporting the DWA in several locations to support expansion of the coverage of beneficiaries, particularly the most vulnerable women and women living in poverty pockets and hard-to-reach areas. this includes marginalized groups and women living in hard-to-reach areas; linking MCBP beneficiaries with ANC, PNC, and birth registration services within 45 days; tracking the results of service linkage at the national level through MIS interoperability and SBCC and increase community awareness.

Minimum requirements:

• education: Masters degree in Social Sciences/ Public Policy/Public Administration/Disaster management/development studies or other related fields.  

• Work experience: Minimum of 5 years of progressively responsible experience on social protection/ cash transfer/ social sector programme. Experience of working in tea gardens is highly desirable.
• Skills:
• Sound knowledge of humanitarian principles, standards, and best practices related to cash-based interventions, including cash transfers,
• Strong analytical, strategic thinking, and problem-solving skills, with the ability to make timely and informed decisions in complex and rapidly changing environments.
• Excellent communication, negotiation, and interpersonal skills.
• Language Requirements: fluency in Bangla and English

Desirables:

• Experience in a UN setting would be an added advantage
• Female candidates are encouraged to apply
• Proficient in Word, PowerPoint, and Excel or other statistical analysis software
• Ability to work in a multi-disciplinary team and support unexpected tasks.
