Background:
The work of the OSCE Programme Office in Bishkek (POiB) focuses on a range of security issues: from countering terrorism, border security and transnational threats such as human trafficking, to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies.
The OSCE Programme Office in Bishkek continues to be a committed partner to the Kyrgyz Republic by enhancing the capacities of the staff of the State Customs Service under the Ministry of Economy and Finance of the Kyrgyz Republic (SCS) in numerous strategic directions. The PMD Politico-Military Department (PMD), therefore, requires the services of the national expert in customs regulation, who will work in a working group and support the SCS in the implementation of activities included in the Action plan of the SCS Development Concept 2022-2024 (legislative framework). In addition, the expert will support the Customs Training Centre in the implementation of the newly adopted Development Concept for 2023-2025.
Objective of Assignment:
The expert will support the SCS in implementing the SCS Development Concept 2022-2024 and in the realization of the newly adopted Development Concept for 2023-2025 of the Customs Training Centre (CTC).
Duration of Assignment:
Maximum six (6) months.
Tasks and Responsibilities:
Under the overall supervision of the National Customs and Transport Officer, the successful candidate will be tasked with the following duties:
- Expert support to the management of CTC within the implementation of activities of the CTC Development Concept 2023-2025;
- Development of legal documents within the realization of CTC Development Concept 2023-2025 and provision of expert support in further approval by relevant bodies/agencies;
- Expert support to the SCS within the implementation of activities of the Action plan of the SCS Development Concept 2022-2024;
- Assist the Project Manager in organizing meetings with governmental bodies;
- Provide monthly Consultant Deliverables reports.
Deliverables:
– Consultant Deliverables Report with a detailed description of work conducted within a given assignment;
– Drafts of developed documents;
– Supporting documents (lists of participants, meeting reports, etc.) Drafts of developed documents;
– Drafts of developed documents.

Necessary Qualifications:
- University degree in law, economics, social/political science, international relations or related field;
- Experience in drafting government regulations on customs control in the Kyrgyz Republic;
- 8 years of relevant professional experience in customs, customs regulation, trade facilitation and connectivity;
- Good knowledge of customs-related issues in Kyrgyz Republic, Central Asia, and member states of the Eurasian Economic Union;
- Experience in drafting normative documents and concepts development for state agencies;
- Knowledge of legal and regulatory framework related to customs/import/export, knowledge of relevant international policies/strategies;
- Experience in organization and implementation of training activities;
- Professional fluency in Russian and Kyrgyz languages with excellent communication (both oral and written) skills; knowledge of English would be an asset;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of the team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
- Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, tasks, and deliverables for this position and in accordance with the OSCE established rates.
