Background:

In the frames of implementation of Tajikistan’s roadmap document on SALW&CA PSSM, the Office since 2023 is providing expert and advisory support to the country’s Ministry of Defense (MoD) in updating its guiding documents on arms security and stockpiles management. Based on that co-operation, several guiding documents were developed or updated in 2023, including instruction manuals on Conventional Ammunition physical security and stockpiles management, for the SALW&CA depot managers, as well as methodology manuals on determining relevant features and marking of SALW&CA. 

In 2024, the Office is co-operating with the MoD on updating the instruction manual on registration of small arms and ammunition. An international expert was contracted by the Office, in order to ensure compatibility of the document with the OSCE best practices on SALW&CA and international standards. The process is expected to be completed by end of July 2024.  As part of the process, the Office in 2024 completed translation of the instructions developed in 2023, into Tajik language.

At this stage of works, considering the number of tasks for completion in 2024 and a necessity to:
–    Coordinate interaction between the OSCE-contracted international expert and designated Departments/units of the MoD during the development / update of the instruction manuals;
–    Ensure timely harmonization of finalized instructions with the MoD Legal, Arms and Military Ammunition, Engineering departments;
–    Assist the OSCE-contracted international expert and the Office in developing meeting materials and presentations for the upcoming meeting on Tajikistan’s SALW&CA roadmap progress review,

The Office needs local expertise and liaison support. For that purpose, the Office plans to contract one national expert in 2024.

 

Objective of Assignment: 

Providing local expertise, advisory and coordination support to the Ministry of Defense (MoD) of Tajikistan in update of relevant sections of the national normative framework, development of SOPs and internal instructions for the SALW&CA technicians/storage personnel. 

 

Duration of Assignment:

Duration of the contract will be 4 months (July-November 2024).

 

Tasks and Responsibilities:
Under the overall supervision of the National Politico-Military Officer, the successful candidate will be tasked with the following duties:

  1. Final harmonization of instruction manuals finalized in 2023, with the MoD Legal, Arms and Military Ammunition, Engineering departments (through provision of professional expertise);
  2. Coordination with the relevant MoD departments on submission of the documents to the Minister for final approval;
  3. Through provision of local expertise, assisting the OSCE-contracted international expert and the Office in developing meeting materials and presentations for the upcoming meeting on Tajikistan’s SALW&CA roadmap progress review.

Deliverables:

  • Copies of the finally reviewed / cleared instructions on CA physical security and stockpiles management, for the SALW&CA depot managers, as well as methodology manuals on determining relevant features and marking of SALW&CA;
  • Copies of the final documents signed by the Minister of Defense;
  • At least one presentation made upon completion of the task.

Necessary Qualifications:

  • University or equivalent military institute degree in security studies and/or military affairs;
  • Minimum 5 years of professional proven experience in military and security affairs, and over 3 years of experience SALW&CA security and stockpiles management fields;
  • Excellent knowledge of Tajik, including excellent communication and drafting skills;
  • Fluency in Russian and/or English languages both oral and written would be an asset;
  • Experience in liaising with high level law enforcement and security agencies;
  • Excellent knowledge of security and political situation in Tajikistan and Central Asia;
  • Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
