The National Legal Specialist under the technical supervision of the FAO HQ Development Law Service (LEGN) and FAO-REU Agricultural Officer (LTO) with the operational supervision of the FAO Representative in Kyrgyzstan and in collaboration with the international legal consultant will have the followings tasks:

Support updates and development of pesticides management related legislation of Kyrgyzstan.

Responsibilities:

• Develop a draft regulation on the licensing of key pesticide activities (including the sale, special uses, and import of pesticides). Discuss the draft with the FAO legal team, the technical team, and the national counterparts.
• Develop new regulation on control and supervision of the sales of pesticides and agrochemicals. Develop relevant recommendations. Discuss the draft with the FAO legal team, the technical team and the national counterparts.
• Develop the necessary revisions to the existing legislation or develop new regulations for implementation and mandating the use of a new online pesticide management system in the Ministry of Agriculture.
• Support the development of a strategy for extended producers’ responsibility and containers (packaging) management. Identify the changes needed in legislation and support the drafting of the necessary regulations or legal amendments.
• Prepare an end of assignment report.
• Perform any other duties when required related to pesticides legislation.

Minimum Requirements :

•  University degree in Law
•  5 years of experience in agriculture legislation and regulation
•  Working knowledge of English and working knowledge of Russian and Kyrgyz is required
•  National or Resident of the Kyrgyz Republic
